Description
This is not a solicitation announcement and should not be construed as such. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Hubzone, 8(a), Small Business, Small Disadvantage, Small Veteran Owned Business or Service Disabled Veteran Owned Small Business) relative to NAICS 62111 (Size Standard of $ 10.0 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published at www.fbo.gov website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Veterans Affairs Northern Indiana Health Care System (VANIHCS), Ft. Wayne, Indiana is performing pre-solicitation market research to determine potential business sources and set-aside possibilities for Radiation/Oncology services. Contractor shall provide radiation therapy services to eligible VA beneficiaries in one (1) or more treatment series. Treatment series consist of consultation, treatment plan, appropriate number of radiation treatments including image guided radiation therapy, cyber knife, and one (1) or more follow up examinations. If radiation therapy services are required in multiple body areas successive treatment series shall be conducted as appropriate. Services shall include Cyber knife therapy for medically indicated cases as approved by the VA team or board. VA authorization is required before initiation of any radiation treatment series. Multiple treatment modalities for one (1) specialized body area shall constitute one (1) treatment series. If you are interested, and are capable of providing the required services please provide the requested information as indicated below. The intended contract period will be for a base year, with four (4) option years, anticipated to be awarded on or before October 01, 2011. Contractor shall be located within the metropolitan area of Ft. Wayne, Indiana. Contractor shall meet the following: 1. All federal and state requirements and/ or standards. 2.Shall have a current license to perform radiation services. 3.Have current accreditation from the Joint Commission and maintain accreditation throughout the life of the contract. Contractor personnel shall be board certified in radiation/oncology. A qualified radiation physicist shall be part of the board certified radiology team. Radiation Oncologist shall attend regularly scheduled tumor board meeting at the VA NIHCS (approximately one (1) hour). Consultations with VA physicians and/or patients shall be met within thirty (30) minutes of notification. Contractor shall have current updated radiation equipment. Contractor shall provide quality availability of radiation therapy services and related medical care of VA patients shall be no less than that provide to non VA patients. VA patient waiting time should not exceed sixty (60) minutes in the radiation department. Routine consult shall be conduct within five (5) work days of consult request. Emergency consults shall be conducted within twenty four (24) hours of consult request. Potential sources must demonstrate experience and knowledge of required services and capability to provide such services. The purpose of this notice is to gain knowledge of potential qualified sources and their capabilities. Potential sources should identify business name, point of contact, business size, and any applicable business socio-economic category, i.e. Service Disabled Veteran Owned (SDVO), HUBZone, 8(a), Small Disadvantaged Business (SDB), Woman Owned (WO), and Veteran Owned (VO), service capability statement, provide information for recent and relevant projects similar in nature, DUNS number, address and any additional information felt to be pertinent. The NAICS code for this procurement is 621111 and the small business size standard is $10.0 million average annual receipts for preceding three (3) years. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. VANIHCS IS NOT SEEKING PRICING OR OFFERS OF ANY KIND. There is no guarantee, expressed or implicit, that the market research for this acquisition will result in a particular set-aside or sole source award, or any other guarantee of award strategy.
