Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a noncompetitive sole source basis to American Association of Public Health Dentistry, 3085 Stevenson Drive, Suite 200., Springfield, IL 62703 for producing a special issue of the Journal of Public Health Dentistry on behavioral/social research essentials. The National Institute of Health (NIH) is the nation’s medical research agency and the primary Federal agency conducting and supporting making medical discoveries that improve people’s health and save lives. The NIDCR created the Behavioral and Social Sciences Research Branch (BSSRB) in 2007, with the goal of building a strong program of psychosocial research in oral health. Over the past three years several troubling trends in behavioral/social oral health research were noted. The poor quality of many applications received by the BSSRB reflected a lack of education on psychosocial intervention essentials. Through conferences, meetings, and individual communication it was apparent that the oral health research community was interested in improving the overall quality of their research. The Journal of Public Health Dentistry is devoted to the advancement of public health dentistry through the exploration of related research, practice, and policy developments. Three main types of articles are published: original research articles that provide a significant contribution to knowledge in the breadth of dental public health, including oral epidemiology, dental health services, the behavioral sciences, and the public health practice areas of assessment, policy development, and assurance; methods articles that report the development and testing of new approaches to research design, data collection and analysis, or the delivery of public health services; and review articles that synthesize previous research in the discipline and provide guidance to others conducting research as well as to policy makers, managers, and other dental public health practitioners. Services and Deliverables: The American Association of Public Health Dentistry [who publishes the Journal of Public health Dentistry] will be providing both services and deliverables. The American Association of Public Health Dentistry will publish a journal for a special issue related to guidance about the essential elements of psychosocial intervention research they will also provide logistical support for authors and for NIDCR throughout the process. Specifically paying honoraria for authors, arrange anonymous peer review of articles [an essential part of maintaining credibility], allow for BSSRB editorial control, arrange for promotion/advertising, and proofing the final articles. Additionally the American Association of Public Health Dentistry will be providing an electronic version of this special Journal of Public Health Dentistry issue available to our constituents. They will print physical copies of this special journal issue to be mailed with a future copy of a standard journal issue. The period of performance for services and deliverables is September 30, 2010 through December 30, 2010. The point for deliverables is the National Institutes of Health (NIH), National Institute of Dental and Craniofacial Research (NIDCR), MSC 4878-6701 Democracy Blvd, Building 1DEM, Room 678, Bethesda, Maryland 20892. Industry Classification (NAICS) Code is 511120, Medical journal and periodical publishers and printing combined, with size standard of 500 employees. This requirement is not set-aside. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001).and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-42 (June 16, 2010). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by September 8, 2010, 8:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
