Description
Solicitation Number: VA-245-10-RP-0224 Notice Type: Special Notice The Department of Veterans Affairs, VISN 5, in accordance with FAR 6.302.1 "Only one responsible source and no other supplies or services will satisfy agency requirements" intends to negotiate on a sole source basis with Abbott Laboratories, 100 Abbott Park Rd, N. Chicago IL 60064-3500 for the Abbott Architect i2000SR Instrument Lab CPT. The requirement is equipment and supplies for Troponin I and Hepatitis testing due to a mandated FDA ruling requiring a change in our current troponin I testing methodology. This contract is for a12 month fixed price sole source contract with four option periods to procure Troponin I reagents for clinical diagnostics that are essential in that they allow the Chemistry laboratory to continue to meet the demands of VA Wide troponin I testing requirements and include: Requirements "Instrument - cost per test schedule which includes: oInstrument oReagents oCalibrators oControls oTraining for primary operators including travel and lodging expenses. oMaintenance-PM's oInstallation and correlation performed by company. "No clinically significant sample tube to tube carryover (less than 0.1 ppm) "Transplant drugs (Tacrolimus, Cyclosporine, Sirolimus), Troponin I and Hepatitis on same platform to minimize labor requirements. "Immediate STAT processing for fast and consistent turnaround time "Up to 25 refrigerated reagent positions "Multiple choices of sample types. "135 sample load capacity including 35 priority positions "Continuous sample access "Throughput of up to 200 immunoassay tests per hour "Technology delivers flexible assay protocols with superior detection and extended linear ranges "Bubble and clot detection ensures accurate sampling Abbott laboratories is the only manufacturer to provide the following combination of high-volume tests on one automated instrument platform: Transplant drugs (Tacrolimus, Cyclosporine, Sirolimus), Troponin I and Hepatitis on same platform to minimize labor requirements. The VAMHCS is currently using the Abbott Troponin I testing kit due to the FDA mandate to change our methodology and to avoid an interruption in Troponin I testing which would negatively impact patient care within the VAMHCS. NAICS 325413, size standard 500 employees applies. Period of performance shall be one year from the date of award, to completion. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 9:00 am on September 16, 2010.
