- This is a combined Synopsis/Solicitation for commercial supplies prepared in accordance with the format in Subpart 12.603 as supplemented with additional information included in this notice. However, Request for Quotation (RFQ) R10PS30390 will be issued simultaneously with this announcement to facilitate receipt of electronic quotes. The RFQ will be issued via www.fedbizopps.gov. This RFQ is issued under the Simplified Acquisition Procedures (SAP), and will be unrestricted. The NAICS code is 334419, Other Electronic Component Manufacturing and the size standard is 500 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-44. The Bureau of Reclamation, Hoover Dam, AZ-NV, has a requirement for the supply and delivery of a Basler Electric IFM-150 and Balser Electric Transducer Model. Please refer to the RFQ for further details and quantity ordered on these items. Title:Basler Electric UCM Items for Hoover Dam Introduction: Pursuant to Federal Acquisition Regulation 11.105(b), the following data is provided to document the Government's need to require a particular brand name, product, or a feature of a product particular to one manufacturer and justify that no other product from another manufacturer will be meet this need. 1.Identification of Agency, Contracting Activity and Document. a.Agency - Bureau of Reclamationb.Lower Colorado Region Acquisition and Assistance Officec.JOTFOC for a Particular Brand Name, Product, or a Feature of a Product Particular to One Manufacturer. 2.Nature and/or Description of Action Being Approved. Purchase of 4 IFM-150 Modules and 4 Field Isolation Transducers from Basler Electric Corp. 3.Description of the Particular Brand Name, Product, or a Feature of a Product Particular to One Manufacturer Required to Meet Agency's Need & the Estimated Value. This Company is the designer and sole manufacturer of the equipment being purchased. 4.Unique Features of the Particular Brand Name, Product, or a Feature of a Product.These parts are to be used as ready spares for identical units which are currently in service. They are component parts for new voltage regulators purchased as part of the UCM project. It is not feasible to replace individual components for these voltage regulators with components made by another manufacturer since individual manufacturers do not design equipment parts to be individually interchangeable with parts from another manufacturer. These items are the only equipment made to replace the parts currently in service. The replacement parts must be identical to the existing parts in order for the equipment to function. 5.Evaluation of Other Potential Sources.a.Explain why this particular brand-name, product, or feature of a product is essential to the Government's requirements. (List the salient characteristics) Basler IFM-150 Interface Firing Module (part number 933700121) receives a control signal from the DECS-400 digital excitation control system and calculates a phase control firing angle that is synchronized with the power transformer outputs. The IFM-150 then generates output pulses to drive the SCRs of an excitation rectifier chassis. IFM-150 is 3-phase, 320 VAC synchronizing voltage, provided 250 VDC rectifier chassis output, weight 11 lbs with the dimensions of 10.25 inches W x 21.05 inches H x 4.65 inches D. Basler Isolation Transducer Module (part number 9372900101) receives isolated operating power from DECS-400 and supplies the DECS-400 with isolated field current and field voltage signals. Field currents sensing is supplied from generator current shunt with an output rating of 100 mV DC. Field voltage sensing is supplied from generator main exciter field, 250 VDC. The isolation transducer module is weight 1.5 lbs with the dimension of 9.375 inches W x 7.0 inches H x 2.170 inches D. b.List other companies contacted and state the findings: (indicate whether or not the companies= have a similar product, if their product lacks the particular feature, or does not meet, or cannot be modified, to meet the agency=s needs) There are no other companies that can make these parts and no other equivalent products that can be modified or meet Reclamation's needs. The RFQ contains a description, with quantities, and all applicable clauses and provisions.
