- Justification and Approval Software is proprietary to i2, Inc. and interacts directly with the Analyst Notebook software currently in use by Joint Task Force-North (JTF-North) and Law Enforcement Agencies (LEA) partners. Software support includes upgrades, patches, services packs and assistance with problems, questions or comments related to software installation and configuration; interfacing the software and existing software, hardware and peripheral devices. Software training includes classroom instruction for users on site, training materials and costs for trainers (travel and expenses). JTF-North requires the purchase of additional analysis software packages that will innovate information sharing and search solutions; and increase analytical productivity by automating and accelerating the research process of capturing, enriching and collating data. The software package must: Fully integrated with i2, Inc.'s Analyst Notebook product. Connect to and intelligently search multiple disparate sources simultaneously, regardless of platform or the location of data. Return search results as one list ranked by relevance, immediately ready for performing analysis. Provide pre-charting analysis tools enabling analysts to quickly identify relevant results. JTF-North is responsible for providing military support to local, state and federal LEAs and to facilitate interagency synchronization in order to anticipate, detect, deter, prevent and defeat transnational threats to the homeland. In order to accomplish this task JTF-North must gather, sort and analyze vast amounts of information. Once that information is synthesized into intelligence, it has to be distributed in a timely manner to the Intelligence and Law Enforcement Community at large. I2 provides a number of tools that will exponentially enhance this commands ability to anticipate, detect, deter, prevent and defeat transnational threats to the homeland. JTF-North provides support to various LEAs usually in the form of data coordination and information management and analysis. This specific software is necessary to allow for compatibility with existing software being used by both JTF-North and the agencies they support. JTF-North and the agencies it works with already use this particular software in their endeavors, it is necessary to ensure that the new software is compatible. A sole source Justification and Approval (J&A) has been provided in support of the recommendation that this requirement be awarded to i2, Inc. Despite the high estimated value of the requirement there is no congressional interest and the Clinger-Cohen Act does not apply.
