- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Quotes are being requested via this synopsis and a written solicitation will not be issued. Requisition Number W81EWF02364963 is being issued as a request for quotes (RFQ) with intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-44. This requirement is 100% set-aside for Small Businesses under NAICS Code 323115 with number of employees not exceeding 500. The US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) at Waterways Experiment Station (WES), Vicksburg, MS, Geotechnical and Structures Laboratory has a requirement for: Background The U.S. Army Engineer Research and Development Center (ERDC) Geotechnical and Structures Laboratory (GSL) is one of the most diverse engineering and scientific research organizations in the world. The ERDC conducts research and development in support of the Soldier, military installations, and the Corps of Engineers civil works mission, as well as for other federal agencies, state and municipal authorities, and with U.S. industry through innovative work agreements. The ERDC/GSL uses a variety of communications outlets, including exhibits, to tell its story to our current and new employees, customers, the Army and the nation. Objectives: ERDC/GSL needs nine LED light boxes with an acrylic face to show work from the 1930s to our most recent projects. Each box will highlight a different decade to show visual information from our 80 year history. In addition, we will also need eight smaller LED light boxes with an acrylic face to show our current work in our four business areas. Scope: The selected vendor will design, produce and supply the ERDC/GSL with nine LED acrylic light boxes. The vendor will also need to digitally print the nine posters to be encased in the light boxes. In addition, the vendor will also provide eight smaller LED acrylic light boxes with eight digitally printed posters. Requirements: The nine LED acrylic light boxes need to be at least 30in. wide by 40in. in height. In addition, the eight smaller LED acrylic light boxes need be around 20in. wide by 30in. in height; however, the size can vary. For example a light box that is 21in.x28in, would also be acceptable. The exhibit light boxes will need to be durable and easy to change posters for future use. The selected vendor must be able to supply ERDC/GSL executive office and BOD with details of the LED acrylic light boxes and digitally printed posters for approval prior to final production and delivery. The selected vendor will be responsible for digitally printing the approved posters and shipping all elements of the elements including the light boxes, to the Casagrande Building at ERDC in Vicksburg, MS by agreed upon time detailed in the delivery section of this document. The vendor must also be responsible for installation of the light boxes. Attached is a rendering with the LED acrylic light boxes. Selection Criteria: In order to be selected, an applicant must: " Be experienced in printing digital posters and video production and provide proof of this experience. " Provide an overview, preferably with visual examples, of the light boxes. " Provide a detailed cost estimate of the project. The estimate must reflect a reasonable cost and expense for the project. " Provide an estimated milestone schedule of delivery The following are objective standards that will be used to select the vendor: " Ability to produce an engaging, high-quality light box and posters. " Ability to produce the light boxes and poster in the time required. " Ability to produce the product in the cost-effective manner. " Ability to communicate details with the ERDC/GSL staff. Delivery Schedule: Upon award of the contract, the vendor will have two working days to contact ERDC/GSL to begin working on the poster. Within five days of this task, the vendor will supply the final posters for the light boxes and incorporate any changes or suggestions by ERDC/GSL staff. Once design approval is obtained, the vendor will deliver all nine large light boxes with the digitally printed posters and all eight small light boxes with the digitally printed posters. No later than two weeks before the exhibit event (19 October 2010), the vendor will have all light boxes and all components assembled. Government Furnished Information: ERDC will provide text, copyrighted graphics and images from ERDC sources to the vendor to complete this project. For the purpose of a proposal needed to win this contract award, ERDC personnel can provide samples of this material. The vendor will not own nor have permanent license for these elements at any time during or after the contracting process. Security Requirements: There are no security requirements, either for vendor personnel or facilities for this project. Place of Performance: This project may, in parts, be completed anywhere in the United States; however, the ability of a vendor to install the final product at ERDC/GSL in the Casagrande Building of ERDC/GSL is a selection standard used in this award. Period of Performance: Upon verification by ERDC personnel that the elements delivered have met the requirements of the project at the agreed cost and properly installed, the contract will be considered executed.
