- Statement of Work for Revenue Officer Case Grading Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number, TIRNO-10-Q-00367 is being issued as a Request for Quotation (RFQ). This solicitation is a small business set-aside categorized under NAICS code R699. Interested parties are advised the following provisions apply to this acquisition and are incorporated by reference: 52.212-2 Evaluation – Commercial Items, 52.212-4 Contract Terms and Conditions – Commercial Items; and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items. Item Description: (See Attached Statement of Work) 1. Develop a model to assign case grading assignments to specific Revenue Officers based on grades ranging from GS-9 to GS-13. 2. Modeling/Data Mining Implementation: The contractor shall assist the IRS, Office of Program Evaluation and Risk Analysis (OPERA) analysts in implementing the tool identified in Project Goal 2.1 (see Attached Statement of Work). The result should be business rules that can be programmed into an existing data system. Requirements: Offerors are requested to submit proposals in response to the attached Statement of Work. In summary, this requirement is to develop a model that effectively grades and scores Revenue Officer cases so that they can be appropriately assigned to Revenue Officers based on grade ranking. Assignment will be based on case composition, size, and type of business with which the revenue officer would interact. Offerors will also be required to assist the IRS in implementing the tool. Delivery Location: 1111 Constitution Ave. NW Washington, DC 20224 Interested vendors who can provide the required supplies/services should submit clear and convincing data in writing, substantiating the ability to furnish the entire requirement. Responses to this RFQ must be received by 12:00 p.m. Eastern Standard Time on September 14, 2010. Responses received after this deadline will not be evaluated or considered for award. Clarifications and questions will be accepted in writing only until 12:00 noon on Monday, September 06, 2010. Requests for clarifications received through phone calls will not be permitted.
