- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Fort Bliss Directorate of Contracting is releasing this combined synopsis/solicitation electronically only. This announcement constitutes the only solicitation. The solicitation number is W911SG-10-T-0361 and is issued as a request for quotation. Proposals are being requested and a written solicitation will not be issued. This procurement is a 100% small-business set-aside and the Applicable NAICS code is 334310 Audio and Video Equipment and the size standard is 750 employees. The Mission Installation Contracting Command Directorate of Contracting, Fort Bliss, TX 79916 intends to award a firm-fixed price type contract. All questions must be in writing and received by the Contract Specialist not later than 1:00 pm Mountain Standard Time Sept 2, 2010. No telephonic request will be entertained. All responses to questions will be posted by way of an amendment to this combined synopsis/solicitation to the FEDBIZOPS and ASFI websites. The email address for submission of all questions is cindy.s.berg@us.army.mil. All questions must be addressed to the Contracting Officer/Specialist only. Any other official may disqualify the offeror from submission of a quote. Request for quote (RFQ) to provide Interactive Display equipment for Fort Bliss, Texas CLIN 0001: INTERACTIVE DISPLAY EQUIPMENT: Need it to be 50 inches for live presentations and discuss missions in preparation for real world missions. Need an interactive display frame and monitor. Will provide easy to use interactivity with any visual presentations for meetings. Will use Smart Digital Vision Touch Technology to display surface at 80 frames per second. Will allow ability to navigate and control Windows applications. Will allow to drag, tap and scroll with all documents. Will allow any live changes to be saved. The building that the equipment is being installed in is a historical building and the projector cannot be mounted onto the ceiling. CLIN 0002: CABLES AND MISC HARDWARE NEEDED FOR INSTALLATION. CLIN 0003: INTEGRATION AND SERVICES CLIN 0004: SERVICE AGREEMENT CLIN 0005: GENERAL AND ADMINISTRATION CLIN 0006: SHIPPING The following clauses apply to this acquisition: CLAUSES: FAR 52-212-1, Instructions to Offerors-Commercial is incorporated by reference and applies to this acquisition. Offers will be evaluated in accordance with 52.212-2 Evaluation -- Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1)Price; (2) Technical capability of the items to meet the Government requirement; (3) Past Performance. Technical capability and past performance, when combined, are approximately equal to price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representation and Certifications Commercial Items, with its offer. The FAR Clause 52.212-4 Contract Terms and Conditions Commercial Items applies to this acquisition and will be incorporated into any resulting contract. If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible contracting officer. However, you can also protest to Headquarters, AMC. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 20 working days from filing. To be timely, protests must be filed within the periods specified in FAR 33.10. If you want to file a protest under the AMC-Level Protest Program, the protest must request resolution under that program and be sent to the address below.
