- The National Park Service has a requirement for the collection and transportation to a certified recycling center of comingled cans and bottles (aluminum and bimetal cans, glass bottles and plastic bottles), plastic, and aluminum materials on Government-owned and Government-operated premises located within the National Mall, west of 14th Street, Washington, D.C. The Government will provide approximately one hundred twenty (120) 24-gallon containers. The contractor shall provide the management, equipment, materials and labor to successfully remove and provide reports concerning the recyclables in a timely manner. The Government anticipates awarding a single contract with a base period of 12 months with the opportunity of two option years. The North American Industry Classification System (NAICS) code for this procurement is 5612111 with a small business size of $12.5 million of annual average gross revenues of the total concern for the last 3 fiscal years. This procurement is open to all size businesses in accordance with the Small Business Competitiveness Demonstration Program and price evaluation preference for HUBZone small business concerns. This means 10% will be added to large business prices for evaluation purposes if an offer from a HUBZone Small Business Concern is provided. To confirm if your firm is a HUBZone small business concern, go the Small Business Administration's website at www.sba.gov and look for HUBZone category. You may check if you qualify by typing in your address into the entry, "To Determine if an Address is Located in a HUBZone." If your firm is located within a HUBZone, you must certify your company with the Small Business Administration. Your company's name must be included on the Small Business Administration's listing at the time of the quote opening to be considered as a HUBZone small business for your quote to be evaluated under the small business HUBZone category. The solicitation and an attached map of the location will be available at http://ideasec.nbc.gov website on or about 09/8/2010. This is a Request for Proposal solicitation. Telephone or Fax Requests for the solicitation will not be accepted. Contractors must register on the website in order to retrieve copies of the solicitation and any possible amendments. Instructions are contained on the website for downloading solicitation and attachments. It is the responsibility of all interested contractors to acknowledge ALL amendments to this solicitation. To download the solicitation all interested contractors must have a DUNS number. To receive a DUNS number please contact Dun & Bradstreet at 1-800-333-0505. The Government intends to acquire these services using the procedures in FAR Par 12 - Acquisition of Commercial Items. All responses in accordance with the solicitation will be delivered by express mail or hand carried by 4 PM, September 29, 2010. All responsive, responsible offerors may submit an offer which will be considered by the Government.
