Description
The U. S. Nuclear Regulatory Commission (NRC) intends to enter into a sole source contract with University of Washington to perform tsunami hazard assessments, and to develop a NUREG that will be used as the technical basis on modeling requirements for a new regulatory guide on tsunami. The University of Washington (UW) is uniquely qualified to provide the services based on the following. The Pacific Marine Environmental Laboratory (PMEL) at the University of Washington is a NOAA funded research center that provides the technical development and support of the US Tsunami Warning System. The research team at the UW developed the NOAA ComMIT system and has been conducting training on the system globally for IAEA and USAID. As such, they are the only group qualified to train NRC staff. In 2006 the NRC set the groundwork to initiate the research necessary to establish the technical basis for a regulatory guide on tsunami through a collaborative project between the NRC, NOAA, the UW and the USGS. Two products were developed from this project, (1) a hazard assessment of a collapse of the Las Palmas Volcano, which is being used to assess the risk to NPPs on the Atlantic coast from this event; and (2) a baseline study of tsunami hazard from global tsunami seismic sources over the linear range of the Atlantic. The UW was the leading institution performing this research and its products given the expertise of its scientists in this particular area. This project follows on that earlier work and no other scientific team has access to the advanced modeling tools developed in the earlier study or the computers to run the tools. The period of performance will be twenty six (26) months. This is not a request for competitive proposals.
