Description
The Department of Defense, Washington Headquarters Services, Acquisition Directorate is requesting proposals for a firm-fixed price contract for a base year plus four, one-year options to provide for mail and parcel screening services for the Pentagon Force Protection Agency (PFPA) Chemical Biological Radiological Nuclear Explosive (CBRNE) Directorate. CBRNE requires personnel, equipment, supplies, tools, materials, and supervision necessary to perform mail and parcel screening operations for all incoming DoD mail and parcels for evidence of suspicious material, security classification violations and overt threat language, with subsequent transfer of custody to the Pentagon and Mark Center Defense Post Office (DPOs), WHS Dockmaster and PFPA authorized couriers. All screening operations will occur at the Pentagon, Washington, DC and the Mark Center, Alexandria, VA. The proposed requirement will be set aside for competition among qualified 8(a) business concerns. Award of a contract will be made on a best value basis with technical approach, past performance and price as the determining factors. The Government reserves the right to award a contract to other than the lowest priced offeror. The North American Industry Classification System (NAICS) Code for this procurement is 561210 with a small business size standard of $35.5 million. All relevant solicitation documents including specifications and/or drawings will be made available for download by accessing the Federal Business Opportunities (FBO) website http://www.fedbizops.gov. Paper copies will NOT be available. Once the solicitation is posted, it is the responsibility of all interested parties to review this site frequently for any updates / amendments to any and all documents, and to verify the number of amendments issued prior to the due date for proposals. The closing date and time for submission of offers will be contained within the solicitation package. All potential sources must obtain a DUNS number and be registered in the Central Contractor Register (CCR) in order to conduct business with the Government. Lack of registration in the CCR database and failure to obtain a DUNS number will make an offeror ineligible for award. The closing date and time for submission of offers will be contained within the solicitation package. No response to this notice is necessary. NO Source List, NO Plan Holders List and NO Bidders Mailing List will be maintained. A solicitation (RFP HQ0034-10-R-0141) will be issued on or about 15 September 2010.
