Description
Combined Synopsis/Solicitation for augmentation to a Cognitive Processing Therapy Training Program. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requestd and a written solicitation will not be issued. The solicitation number is VA-241-10-RQ-0318. The VA intends to issue a sole-source contract to to Education Development Center (EDC), 55 Chapel St., Newton, Ma 02458 under the authority of FAR 6.302-1 but will entertain other qualified offers. This requirement is not set aside; it is conducted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS Code is 611420. As part of an ongoing training effort sponsored by VACO, Office of Mental Health Services, the VA National Center for PTSD, Women's Health Sciences Division (WHSD) has received funding to develop additional training materials to be used to train clinicians in Cognitive Processing Therapy (CPT). The Women's Health Sciences Division would like to continue the development of CPT educational materials to be used on the VA intranet and in training workshops. Since the Education Development Center (EDC), a contractor on federal contract #GS-10F-RQ-0318, successfully performed the initial work, it is our desire to continue using this federal contract. This announcement constitutes the only solicitation and no other solicitation document will be issued. Request for Quotation (RFQ) number #VA-241-10-RQ-0318.is available upon request. The incorporated provisions and clauses are those in effect through the current Federal Acquisition Regulations. Using Simplified Acquisition Procedures, the VA Boston Healthcare system intends to award a commercial Firm Fixed Price (FFP) award to Education Development Center (EDC), 55 Chapel St., Newton, Ma 02458. Interested vendors may offer a quote for consideration or for future contract consideration. Interested parties must submit their technical specifications of services, past performance information and price detailing how their services meets VA requirements to the contract specialist via e-mail. You should also provide your DUNs number, Federal Tax ID and GSA number, if on a GSA contract. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. All responses must be received NLT September 10th, 2010 @ 1:00PM/EST USA. (v) The contract line item numbers and items, quantities and units of measure are also provided in the in section (vi) as Requirements. (vi) The following is a description of the requirements for the services to be provided: Requirements: 1.General Requirements: a.Augment online and workshop CPT materials to meet accreditation and 508 compliance standards.. b. Augment online CPT course materials for VA LMS integration. 2.Specific Requirements: 1.Module Bundling Bundling involves importing content slides from certain modules into the main bundle module; requires re-importing linked audio files, renaming corresponding FLV video and XML caption files, and retesting the combined module. 2.LMS Integration Publish each of 6 modules in BETA format, test each module, upload to VA's Plateau LMS server via SCORM 1.2 and set up Administration settings for each module. Test user accounts and validate recordkeeping. Repeat for FINAL release after BETA comments have been addressed. 3.Content Revision Implement content changes to slide text, graphics and audio narration after ALPHA versions of course. (This does not include additional video encoding or integration if there are additional edits to videos.) 4.508 Compliance Revision Includes 1 (one) version of each: -CPT THERAPIST'S MANUAL -CPT THERAPIST'S GROUP MANUAL -CPT THERAPIST AND PATIENT MATERIALS MANUAL 5.Accessibility Report -Run Adobe 8.0 Accessibility Checker to generate complete accessibility report on each document -Produce clean Accessibility Report to be delivered to the VA along with final PDFs 6.Modify documents as needed to comply with Section 508 (1194.22), W3C Web Content Accessibility 1.0 and 2.0: -define document default language -add alternate text to images and figures -validate proper reading order -validate proper tab order -create accessible hyperlinks -correct missing Unicode character encodings 7.PDFs Provide editable and non-editable versions of the finished PDFs 8.Programming Accreditation Quizzes Accreditation quizzes are being written by VA staff. Each of 6 module quizzes will include 15-20 questions comprised of standard templated question types including single- and multiple-answer multiple choice, true/false, yes/no, matching drag & drop, word bank, fill-in-the-blank. Assumes no audio and video or Flash animation in quizzes. 9.Video Editing Provide at least 10 hours of additional video editing.
