- This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-10207 Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-44, dated July 8, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 541511, which has a size standard of 25.0 million. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis from MasterControl Inc maintenance support service for the MasterControl Business Process Library. Item/Quantity/Description: 1) MasterControl Business Process Library Subscription renewal (includes all Solution Packages, sample process and programming aids, specialized technical support, and 8 hours remote business process development), qty-1; 2) MasterControl Solution Package PQ Library Subscription renewal, qty-1; 3) Maintenance Support Agreement, qty-1;and 4) Transfer OQ product and execution service package (includes 2-days onsite Implementation / Risk Review and 1 day Remote IQ - Installation Execution), qty-1. MasterControl has established an electronic document management system for all Quality Assurance documents maintained for the National Vaccine Immunogenicity Testing Program. Annual maintenance and license agreements are required to assure the system is kept current of any software upgrades. There lab has several hundred SOP, reports, and forms that are necessary for the testing and operation being performed. These documents are dynamic in the fact that they may need to be accessible at any time, and have periodic review cycles to update/modify the documents. The knowledge of the Business Process Library software is very important with the routine maintenance and upgrades required of the contractor to have sufficient knowledge of the software packages to able to carry out the test runs, upgrades, and troubleshooting tasks. The following factors shall be used to evaluate offers: 1) capability to meet required specifications, 2) price and 3) delivery. Period of performance shall be one (1) year from date of award with the location of Gaithersburg, Maryland, 20878. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Origin. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation - Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
