Description
Pre-Solicitation Notice The Department of Veterans Affairs (VA), Office of Construction and Facilities Management has set-aside 100% for Service-Disabled Veteran-Owned Small Business (SDVOSB), Solicitation Number VA-101-10-RP-0129 for construction services at the Sarasota National Cemetery, Phase 1B Development in Sarasota, Florida. The SDVOSB must be a General Construction company with an approved NAICS Code 237990, Size Standard $33.5 million and bonding capacity. The SDVOSB contractor shall furnish all labor, tools, equipment, materials and supervision to complete all work to include, but not limited to, general construction, building, demolition, clearing and grubbing, excavation, alterations, roads, walks, grading, drainage, landscaping, irrigation, buildings, mechanical and electrical work, burial areas, storm water ponds, columbarium, retaining walls, monument signs, wetland restoration and creation, site utilities, erosion & sedimentation, pollution prevention control, and installation of approximately 4,414 pre-placed crypts 7,200 columbarium niche covers, and 480 memorial markers for Project No. 931CM2002 as required by the drawings, specifications and other referenced documents. Complete all work within 540 calendar days from receipt of notice to proceed. The magnitude of construction cost for this project is between $20,000,000 and $50,000,000 with a completion period of 540 calendar days after receipt of notice to proceed. The applicable North American Industry Classification System (NAICS) is 237990 and the small business size standard is $33.5 Million. The approximate Construction Duration will be 540 calendar days. NOTICE TO PRIME (GENERAL) CONTRACTORS: The SDVOSB must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov prior to award and must also be registered as a SDVOSB firm at the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about September 14, 2010. By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in CCR and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will be held on September 30, 2010, at 9:00AM, at Venice Community Center, 326 South Nokomis Ave., Venice, FL. A site visit will be conducted immediately following the pre-proposal conference. The offerors shall submit questions to the Contracting Officer but not later than October 12, 2010 at 4:30PM EDT. The government will respond to all questions not later than October 19, 2010, via an amendment. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated and award made utilizing the Best Value, Lowest Price Technically Acceptable method per FAR Part 15. Offerors are advised award may be made without discussion.
