Description
It is the intent of the National Library of Medicine (NLM) to enter into a sole source procurement with the Medical Library Association (MLA), Incorporated, 65 E. Wacker Place, Suite #1900, Chicago, IL, 60601-7246, for the purpose of core competencies, training and a certification program for librarians in all phases of disaster health information. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code (NAICS) is 541990 and the business size standard is $7.0 million. This solicitation incorporates provision and clauses in effect in the March 2005 FAR Revision, including all FAR Circulars issued as of the date of this synopsis. The period of performance shall be twelve (12) months from the date of award. An award is anticipated to be made by September 20, 2010, which includes two additional twelve (12) month option periods. This is not a solicitation for competitive quotations, nor is a RFQ available. However, if any other interested party believes that it can meet the requirement it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to all NLM to determine if the party can meet all of the foregoing requirements. Quotations must be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the vendor is capable of successfully performing the requirement. The Medical Library Association (MLA), Incorporated is the only known source to NLM that can meet the above requirements because MLA is the only professional association for medical librarians and has the infrastructure in place for developing, marketing and offering courses for a certification program for medical librarians interested in becoming certified as a "Disaster Information Specialist". EVALUATION CRITERIA FOR PROJECT AWARD 1) Understanding the Requirements and Adequacy of the Technical Approach Offerors are required to submit a narrative showing how they would approach and carry out the project. This narrative should delineate procedures which would be used to achieve the aims of the project and the required level of quality control and should indicate potential difficulties and propose solutions. The narrative is expected to be a clear reflection of the offeror's understanding of the project. The proposal should describe the offerors capacity to reach and solicit feedback from medical librarians through publications, electronic communications, regional and national meetings, and other means. It should explain the offerors capabilities and experience in developing training specifically for medical librarians, both online and in classroom settings offering instruction at regional and national gatherings of medical librarians. The offeror should describe its capacity to use its existing infrastructure to schedule and promote courses, determine course locations, enroll students, provide faculty, and manage all aspects of the logistics of offering courses. 2) Qualifications and Experience of Proposed Personnel Offerors are required to submit detailed information regarding the type, background, experience, relevant academic preparation, training and availability of personnel being proposed for this purchase order. The proposal should provide evidence of the offerors credibility in the medical librarian community and experience with developing widely accepted professional standards. 3) Corporate Experience Offeror's are requested to furnish in their technical proposals documentation related corporate experience, including references with contact persons and telephone number. Offerors are to discuss how the corporation will allocate the overall resources to this project and to provide an outline of the lines of authority and responsibility for this purchase order. The proposal should provide evidence of similar courses offered in the past or currently under development as documented with course outlines and/or outcomes.
