Description
Justification and Approval The Securities and Exchange Commission (SEC) intends to award a sole source contract to Thomson Reuters, LLC, for the provision of electronic financial information including, Thomson One Analytics; First Call Notes; I/B/E/S data files via WRDS from 1976 to present; U.S. Earnings Surprise Predictor; U.S. Rewind from 1976 to present; Consensus Data available online; Thomson One Banker Analytics; Datastream; SDC Platinum; CDA/Spectrum s12 and s34 databases; Insider Filing Data; and, On-Demand copies of SEC Filings and Submissions for public requestors and SEC staff. The aforementioned services are required to satisfy the SEC’s need for constant, electronic, real-time, comprehensive financial data. Thomson Reuters is the only know source that possesses the historical capability required by the SEC. This information is being provided for the U.S. and international financial markets with analytical capabilities. The North American Industry Classification System (NAICs) Code is 51821 and the acquisition action with only one source is under FAR Part 13.5 Simplified Acquisition Procedures. The period of performance for this award is September 1, 2010-August 31, 2011 plus up to 4 one year options may be awarded with the base year. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c ) (1), implemented by FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements. The SEC intends to negotiate with only one source under authority of FAR 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements. Interested organizations may submit their capability statements and qualifications for the provisions of this service. Information received will be reviewed solely for the purposes of determining whether to conduct future competitive procurements. This is a Notice of Intent, not a solicitation. No solicitation will be issued for this sole source requirement.
