- NASA/GRC has a requirement for the purchase of additional licenses, upgrade, andmaintenance and support to an already existing suite of software licenses here at GlennResearch Center. NASA/GRC intends to purchase the items from SCALABLE NETWORK TECHNOLOGIES, 6100 CenterDr., #1250, Los Angeles, CA 90045. These licenses are proprietary to this vendor as they are the sole owner of the sourcecode. No other vendor can provide the upgrade, maintenance and support needed. The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcqisition Procedures set forth in Far Part 13. The Sole Source is under the authority of FAR Reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 2, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
