- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to negotiate on a non-competitive basis with Lockheed Martin of Marietta, GA for brake tools supporting the initial outfitting for the KC-130J Reserve, Foreign Military Sales, and Air Force Personnel. This acquisition is for two (2) with an option of two (2) Brake Applicators, P/N 5078TCA, four (4) with an option of four (4) Main Landing Gear Tool Sets, P/N 3402799-1, and two (2) with an option of two (2) Brake Bleed Sets, P/N 3402684-39. The Brake Applicator is used to measure the brake deflection during the operational checkout of the emergency brake system. The Main Landing Gear Tool Set is used to hold the top of the Main Landing Gear track beam and the screw bolt rests on the top of the Main Landing Gear strut. The Brake Bleed Set is used to bleed all four brakes. The bleed set has interfacing plumbing with each wheel brake, which is comprised of a bleed fitting adapter, 6 ft. pressure hose, 6000 psi gage, a shut off valve, and a ¼ inch visi-flo. Lockheed Martin is the only company with the requisite expertise, experience, and technical data to provide the above items. The Government does not own the rights to current data, drawings, or other specifications to permit full and open competition. Development of another set of brake tools would not be cost effective due to the high cost of designing, testing, and revising the maintenance instructions. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
