Description
This is a combined synopsis and solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-018. North American Industry Classification System Code (NAICS) 711130 size standard $7.0 milion. Reference number F1Q0CH0211A002 is issued as a request for quotation (RFQ). IAW FAR 252.204-7004, all firms or individuals responding must be registered with the Central Contractor Registration (CCR). To register, please visit http://www.ccr.gov. Offerors shall electronically complete FAR 52.212-3, Offeror Representations and Certification -- Commercial Items at Website http://www.bpn.gov/orca. Oral quotes will not be accepted. Quotes must be submitted on an all or none basis. Your quote must include discount terms, delivery date, tax identification number, cage code, and DUNS number. STATEMENT OF WORK GENERAL POSITION DESCRIPTION: The 1230 Protestant Music Director (hereafter called "the Contractor") leads the 1230 Sunday Protestant Gospel Worship Service (hereafter called "the Gospel Service") music program including special services such as chapel-wide combined services, Christmas Eve/Day, Easter and other additional services as requested by the chaplain for the Traditional Service (hereafter called "Chaplain Advisor") or the Wing Chaplain. QUALIFICATIONS: A. Documented evidence of the following is preferred: a Bachelor's degree in music or an extensive background in music. B. Documented evidence of the follow is a prerequisite: a minimum of three (3) year's experience leading choral music and a choir; a minimum of three (3) years experience leading congregational singing. C. Undergo and pass required federal background check D. Has highly relational leadership style capable of dealing with fluid, dynamic, stressful changes caused by the military operational requirements and perform services unsupervised. E. Comfortably leads a large worship assembly in enthusiastic and uplifting songs and praise music. F. Able to read music. G. Recruits, leads, and trains members of the Gospel Praise Team and Choir in singing and performing Gospel praise and choir music. H. Selects and prepares appropriate music according to the theme and flow of Gospel worship style. I. Demonstrates commitment to and familiarity with the Christian faith as practiced in the Protestant tradition. J. Maintains high standards of personal conduct expected of all those who represent the Chapel; dress grooming, moral conduct and relationship behavior, and have the ability to provide services to a multi-cultural/faith environment. SECURITY All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental installation shall abide by all security instructions and directives of Dover AFB. Employees are responsible for safeguarding all government property provided for contractor use. At the close for each work period, government facilities, equipment and materials shall be secured, lights, heat and water turned off and all doors and window secured. The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Check (CBI). Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required. All contractors and subcontractors when working in a Controlled, Restricted or other sensitive areas must be escorted at all times. The military agency or unit responsible for the project or work is responsible for providing the escorts. The Contractor shall follow existing procedures and instructions for obtaining entrance to restricted or controlled areas. EVALUATION OF PERFORMANCE: An assessment of the quality and quantity of services provided under the terms of this contract will be made in writing at least every six months. The Senior Protestant Chaplain will perform the assessment using the section (Specific Tasks) below as guidance. Note: Contract termination is covered by the contract clause "Termination for Cause" and is not to be addressed in the statement of work SPECIFIC TASKS AND RESPONSIBILITES: Leads all worship at the Gospel Worship Service, Dover AFB Chapel. B. Directs Gospel praise team's and/or choir's weekly rehearsals to include planning, organizing, and maintaining music and equipment. C. Assists in planning special performances for Chapel programs, like Christmas and/or Easter, under coordination and guidance of the chaplain responsible for the activity. D. Selects congregational music to be performed, and prepares appropriate audio/visuals for the worship service using PowerPoint. E. Ensures practice/worship area is clean of hymnals, transparencies, computer, projector, paper, etc. after use. F. Provides on-going emphasis on outreach to recruit and train new Gospel praise team and/or Choir members. G. Arrives no later than 30 minutes prior to the services set start times and remains for the duration of the services. H. Be ready to sing no later than five minutes prior to the beginning of the services. I. Ensures all copyright laws are followed. J. Maintains a record of songs used for CCLI reporting. K. Ensures all music is properly cataloged identified and filed. L. Monitors chapel musical instruments and sound equipment and advises Chaplain Advisor of any needed repair, preventative maintenance, or replacement. M. Maintains professional appearance and conduct consistent with Gospel worship and the church setting while performing duties. N. Coordinates activities with other chapel programs as needed. O. Notifies Contract Officer or designated representative in advance when unable to perform duties and will provide a substitute who meets the qualifications. Payment of the substitute is the responsibility of the Contractor. P. Register for DUNS number, CCR and WAWF accounts Q. Tracks, maintains, and submits an invoice to the Chaplain Advisor no later than 10 working days following the invoice month. Payment approval in WAWF is dependent on invoice submission R. Adheres to all Chapel Operating Instructions and Air Force policies. S. Provides personal skills, training, competency, attitude and spiritual strength that will be needed to meet all requirements contained in this statement of work (SOW). EQUIPMENT AND SUPPLIES: The Chapel will provide worship supplies and other necessary program specific equipment in support of the pastoral ministry provided Government property made available shall be for use only in the performance of this statement of work.
