- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, intends to award a firm fixed price purchase order on a sole source basis to: American Chemical Society (ACS) of Washington, DC 20036. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: The ACS Legacy Archives provides full-text searching and instant access to all titles, volumes, issues and articles published by the ACS from 1879 to 1995. This is a listing of titles that can be accessed electronically: a. Accounts of Chemical Research-1968. b. Analytical Chemistry-1929. c. Biochemistry-1962. d. Bioconjugate Chemistry-1990. e. Chemical Reviews-1924. f. Chemical Research in Toxicology-1988. g. Chemistry of Materials-1989. h. Energy & Fuels-1987. i. Environmental Science & Technology-1967. j. Industrial & Engineering Chemistry Research-1909. k. Industrial & Engineering Chemistry-1923-1970. l. Industrial & Engineering Chemistry Product Research & Development-1962-1986. m. Inorganic Chemistry-1962. n. Journal of Agricultural and Food Chemistry-1953. o. Journal of the American Chemical Society-1879. p. Journal of Chemical and Engineering Data-1956. q. Journal of Chemical Information and Computer Sciences-1961. r. Journal of Medicinal Chemistry-1959. s. Journal of Natural Products-1979. t. The Journal of Organic Chemistry-1936. u. The Journal of Physical Chemistry-1896. v. Langmuir-1985. w. Macromolecules-1968. x. Organometallics-1982. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): American Chemical Society is the publisher of these journals, and thus has ownership of this archive of journals. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: In 2007, Legacy Archives subscribers took advantage of this essential content by performing 9,341,287 article downloads; an increase of 314,595 additional article downloads compared to 2006 usage. From 2003, the first full year of availability, through 2007, researchers have turned to the Archives for more than 56 million article downloads. ACS Legacy Archives covers a legacy of scientific advances, enabling researchers to reach through history to understand the chain of discoveries that led to modern chemistry and greatly influenced such fields as biology, physics, medicine, agriculture, and engineering. 4. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
