Description
The Administrative Office of the U.S. Courts (AO) plans to award multiple contracts for Architecture-Engineering (A-E) services for the evaluation, design, and installation support of Courthouse Technology electronic systems in new and existing U.S. Court projects in any part of the United States of America and its territories. Electronic systems includes audio systems, integrated audio and video systems, video conferencing, telephone systems, and coordinated wiring and cable design for all courthouse technology programs. Work may include the design of other low voltage electronics systems. The projects will be located in new or existing courthouses and related judicial spaces, some of which will be historical and require special design considerations. The projects and related tasks may consist of conferences and interviews with appropriate Court officials; field investigation and analysis of existing conditions; acoustical analysis and other studies; cost and technical feasibility studies, including the evaluation of existing equipment and the feasibility of its integration or abandonment; proposing design strategies within known funding availability; development of design and performance specifications and related drawings; preparing design and installation schedules; monitoring and reporting individual and overall project cost, schedule, and administrative data; preparation of Government cost estimates; evaluating installation proposals; providing technical assistance and installation support; reviewing requests and change orders; and preparation of performance evaluations and recommendations for Government acceptance of installed systems or components for technical acceptance and completeness. This work will require close coordination with installation contractors, the General Services Administration, other government agencies, and architects and engineers engaged in the design of new buildings. The service to be performed will be in accordance with Government developed Statements of Work included in standardized Task Order formats individually assigned to, and negotiated with, the A-E by the AO, the Districts of the U.S. Courts, and the Circuit Courts of Appeals. Evaluation criteria for each A-E listed in descending order of importance are as follows: (1) professional qualifications necessary for satisfactory performance of proposed of the required services; (2) specialized experience and technical competence of the firm with all of the Courthouse Technology electronic systems as described above; (3) capacity to accomplish the work in the required time; and (4) past performance on contracts with the judiciary, other governmental entities, and/or private industry concerning: cost control, quality of work, and compliance with performance schedules. The period of performance for each contract will be from approximately April 1, 2011, through March 31, 2012, with four one -year option periods. The contracts will include fully-burdened hourly rates for all anticipated disciplines of various levels within the firm and any subcontractors, for use in negotiating firm-fixed-price task orders, with payments made as defined in individual task orders. The estimated annual amount to be expended under each contract is not expected to exceed $1,000,000 for all task orders. The total minimum guarantee for each contract will be $15,000. The awards will be made subject to the availability of funds. Firms meeting the criteria set forth above and having the capacity to perform the services described are invited to respond by submitting Standard Form (SF) 330, Architect-Engineer Qualifications, available from http://www.gsa.gov on the internet. Offerors shall submit four (4) identical hard copies of the SF330 and one (1) copy in electronic format that is viewable using Microsoft Office 2007 suite to the following office no later than 2:00 pm (local time of addressee) October 13, 2010: Administrative Office of the U.S. Courts, Procurement Management Division, Suite 3-250, Thurgood Marshall Federal Judiciary Building, One Columbus Circle, NE, Washington, DC 20544, Attention: Mary Mace.
