- The USDA, ARS, Western Regional Research Center, Albany, California has a requirement for a Wallace Rapid Plastimeter Model P14/F and power supply to measure the plasticity, Po (force response of rubber specimens under deformation conditions specified by ASTM D3194) and the Plasticity Retention Index (PRI), the ratio of plasticity tests before and after heat aging (ASTM D3194). Both tests are used as technical standards for grading and purchase of natural rubber from Hevea, according to International Standards (ISO 2007, ISO 2930). All Technically Specified Rubber (TSR) traded worldwide must conform to this standard test. This solicitation incorporates the following commercial FAR clauses by reference 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5.
