Description
This is a combined Brand Name Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is M67854-11-Q-4700 and is issued hereto as a Request for Quote (RFQ). The solicitation document incorporates provisions and clauses that are effect through Federal Acquisition Circular 2005-16 effective 22 March 2007. The North American Industry Classification System (NAICS) code for this requirement is 511210 with an associated size standard of $25M. This acquisition is set-aside 100% for small business. The contract type will be firm-fixed priced. The solicitation issue date is 30 August 2010 and will close 15 September 2010 at 2:00 PM EST. Period of performance will commence from 1 October 2010 “ 30 September 2011 for a base year of 12 months with two option years. The scope of work requires the contractor to provide maintenance support for SimpleSync Software. This requirement is Brand Name. Pricing should be FOB destination. Inspection and acceptance will be destination. A purchase order will be awarded for a base year (12 months) and two, one year options. In accordance with the FAR 13.106-1(a)(2) offerors are notified that award will be made on the basis of price and other factors (technical and quality) considered, award will be made to the offeror which represents the best value to the Government. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors ”Commercial Items; FAR 52.212-3 Offeror Representations and Certification “ Commerical Items (all offerors shall include a completed copy of this provision with their proposal); FAR Clause 52.212-4, Contract Terms and Conditions ”Commercial Items; FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ”Commercial Items is hereby incorporated by reference. The following clauses apply to this solicitation 52.219-6 set aside for small business; 52.225-1, 52.225-13, 52.232-33; Addendum to FAR 52.212-5. DFARS clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The following clauses apply 252.225-7035, 252.225-7036, 252.232-7003. Addendum to DFARS 252.212-7001: 252.204-7004, Alt A, 252.225-7002. All payments are to be paid via the Internet through the Wide Area Work Flow (WAWF) system. WAWF may be accessed at https//wawf.ed.mil. WAWF training may be accessed online at http://www.wawftraining.com. Payment information may be accessed online at https://www.dfas.mil. Your contract /delivery order number or invoice will be required to inquire on the status of payment. Full text of the referenced clauses and provisions may be accessed on-line at http://farsite.hill.af.mil. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no cost to the Government. The resulting contract will be firm-fixed price. One original offer shall be submitted in writing to: Marine Corps Systems Command, Attn: Cynthia L. Washington/CT 024 electronically to cynthia.l.washington@usmc.mil. No facsimile proposals will be accepted. Proposals are due no later than 2:00 p.m., EST on 15 September 2010.
