Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICIATATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Clinical Center at the National Institutes of Health, Pharmacy Department intends to negotiate on a sole source basis, as provided in FAR 6.03 a contract for system support services for the REES Scientific Monitoring System with REES Scientific. Our current Rees monitoring system consists of 16 pressure sensors and 167 temperature monitoring points. The 16 pressure sensors are located within PDS. The temperature points are located throughout the CRC and C wing of building 10. There are no points located outside of the Clinical Center. Rees Scientific Corp. is the sole manufacturer of the Rees Centron SQL monitoring system hardware and software already installed in Bldg 10 and CRC. This is proprietary software and maintenance of the system requires intimate knowledge of the system software (Current Version is 2.0 Build 1014). For the past 7 years we have used a computerized network system, The Centron SQL Automated Monitoring System with Crystal Reports Version2.0 Build 1014, purchased from REES Scientific Company. This system has met all our needs and has performed efficiently and well. The service has always been prompt and effective. The North American Industry Classification System (NAICS) Code is 811219 and the threshold is $7 million dollars. The anticipated period of performance will be for September 20, 2010 through September 19, 2015. The NIH Clinical Center Pharmacy Department provides pharmaceutical care and dispenses medications to inpatients and outpatients. Clinical Center pharmacists provide research support to health care providers and investigators. Pharmacy staff members conduct and participate in research programs that enhance knowledge regarding optimal dosing and appropriate use of investigational and commercially available agents. The Pharmacy Department's Pharmaceutical Development Section manages investigational drug inventories through a computerized information system (IDMS), prepares customized investigational drug products, and assists investigators in filing Investigational New Drug (IND) applications with the FDA. This notice is not a request for competitive proposals; however all responses received within 15 days from the date of the publication of this Notice of Intent will be considered by the Government. Interested parties may identify their interest and capability in writing to Mr. Brian Lind at the address stated above. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. There is no solicitation package available.
