- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICIATATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Clinical Center at the National Institutes of Health, Clinical Center Department of Research informatics intends to negotiate on a sole source basis, as provided in FAR 6.03 a contract for Crimson Licenses from Sybase, Inc. Sybase, Inc. is the sole manufacturer and provider of Sybase products and support services. The North American Industry Classification System (NAICS) Code is 541511 and the threshold is $25 million dollars. The anticipated period of performance will be for September 20, 2010 through September 19, 2011. The Department of Clinical Research Informatics (DCRI) manages and operates the Clinical Research Information System (CRIS). DCRI provide services such as application administration, database administration, interface management, hardware administration for servers and desktops along with training, configuration management and project management. DCRI implemented the Eclipsys Sunrise Clinical Manager in 2004 and have since successfully completed a number of upgrades, implementation of new components along with multiple integration projects. The Clinical Research Management System of the NIAID (CRIMSON) provides an end-to-end solution for the documentation of clinical research and care for subjects on studies of the Division of Intramural Research, NIAID. From time to time software tools used in the development and production of this solution require updates or additional seats. The purpose of these licenses is to upgrade our Sybase Database infrastructure from ASE 12.5 to a newer supported version ASE 15.0.3. These licenses are for both servers and user seats for our production, test and development environments. This notice is not a request for competitive proposals; however all responses received within 15 days from the date of the publication of this Notice of Intent will be considered by the Government. Interested parties may identify their interest and capability in writing to Mr. Brian Lind at the address stated above. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. There is no solicitation package available.
