Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Human Genome Research Institute (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Beckman Coulter, 250 South Kraemer Blvd, Brea, CA 92821-6232 for the following equipment: -Automated BioRAPTR FRD Workstation with 4-tip/1536 Head -Sartorius Scale with Draft Shield The National Chemical Genomics Center (NCGC) provides the NHGRI with an assay development and technology evaluation program. For the study and development of cell-based and biochemical assays, the BioRAPTR FRD will be used to deliver assay reagents and cells to the high density 384-well and 1536-well microtiter assay plates that are used in assay development. The capability of this system to deliver assay reagents rapidly (~2 min per plate) and in as little as 200 nL volumes is critical to the assembly of low volume (2-8 uL) assays. The sole source determination is based on the fact that the BioRAPTR is the dispenser on the market that can function with 96, 384, 1536 and 3456 plates where the accurate and rapid addition of very low (~100 nL) to high (~60 uL) reagent volumes is possible using 4 separate reagent delivery channels. As the NCGC has a number of these systems in place the ability to maintain consistency between assay development, assay optimization and pilot screening by using the same reagent delivery systems is critical to maintaining an efficient drug discovery process. In addition staff are already trained to operate this system and are familiar with its maintenance protocols. The delivery point is the National Institutes of Health (NIH), National Human Genome Research Institute (NHGRI), Bethesda, MD 20892. The North American Industry Classification System (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, and the associated small business size standard is 500. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures; therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-44 (July 8, 2010). However, this solicitation is not set aside for small businesses. Interested parties may identify their interest and capabilities in response to this synopsis by September 7, 2010 at 3:00pm Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
