Description
The National Oceanic and Atmospheric Administration (NOAA) has a requirement for Dockside Repairs to NOAA Ship Thomas Jefferson, whose home port is Norfolk, VA. The following descriptive data of the Thomas Jefferson is provided for information: Length Overall..........208 feet Beam (Molded).........45 feet Propulsion.................Diesel, single screw Cruising Speed..........12 knots Electric Service.........345 kw, 225/450 volts AC Officers.....................8 Crew size..................26 Min Forward Draft....12 feet - 0 inches Min Aft Draft............12 feet - 6 inches Displacement............1500 long tons Provide all labor, material and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: Sea Valve Overhaul; Fuel Oil Tank Cut Out Valve (COV) Repairs; Miscellaneous Piping Repairs; Miscellaneous Steel Renewals; Sewage Holding Tank Preservation; Pressure Vessels Inspections; Ship Service Diesel Generators (SSDG) Resilient Mount Renewals and Modifications; Reduction Gear and Coupling Inspection; Auxiliary Sea Water System Upgrades and Repairs; and, Rolling Fairleads and Mooring Capstan Overhauls (OHs); OPTION ITEMS: Ground Tackle Inspection and Preservation; 1st AE Office Conversion; Space 02-31-2 and 02-40-2 Modifications; Hydrographic Survey Launch (HSL) Davit Remote Grease System Installation; Fleet 77 Antenna Installations; ECDIS System Installation; and Gyro System Renewals. GROWTH (estimated material and labor hours) will also be included in the solicitation. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be 49 calendar days, with a start date between December 1, 2010 and December 14, 2010. The contractor is to provide the actual start date of the contract in their proposal for scheduling purposes. The ship inspection is scheduled for Friday, September 3, 2010 at 9:00AM or Tuesday, September 7, 2010 at 9:00AM at the 439 West York Street, Norfolk, VA 23510-1114. Vehicle and personnel access to NOAA Ship Thomas Jefferson the pre-bid inspection is restricted via gated security. All contractors, vendors, and visitors are encouraged to make pre-arrival arrangements for access in advance by calling the Port Engineer, Neil Lamartin, at 757-441-6369 or 757-434-5254 (cell). This procurement is being issued on an unrestricted basis; large businesses will be required to submit a subcontracting plan. The applicable NAICS Code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15; the RFP will be issued on August 30, 2010 with proposals due on September 30, 2010 at 12:30PM. The anticipated award date is October 28, 2010. The Government anticipates awarding a single firm fixed-price contract to the contractor whose proposal represents the lowest price technically acceptable proposal in accordance with FAR 15.101-2. The non-price factors are of equal weight, and when combined are equal in weight to price. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FedBizOpps for the release of the RFP, specifications, drawings, and all subsequent amendments. The specification will be uploaded via www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered with the Central Contractor Registration (CCR) at www.ccr.gov; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
