- This procurement is issued on an śUnrestricted ť basis. This is an approved sole source under J&A #10-107. This is a combined synopsis/solicitation pursuant to FAR 13.5, Commercial Test Program. FISC Jacksonville is procuring on behalf of Trident Refit Facility a sole source brand name product “ śMarotta ť Valve conversion kits for 12 each changes Model MV173L Part No. 281439-0001 Rev P to Part # 281439-0002 Rev G. Kit to include drawings. EBPN: 19-80-4810B. Use for valves AHP546, 547 on EN NP10669 and AHP 540 and 541 on EN DM664124. 6 each changes Model MV173L Part No. 281439 REV P. KIT to PART 281439 0005 REV A. Kit to include drawings. EBPN 19 80 4810CN. Use for valves AHP544 on EN NP10669 and AHP 543 on EN DP63895. All questions and, or clarifications must be submitted in writing to: Karen.donald@navy.mil. The evaluation criteria is past performance only. No separate RFQ/RFP will be uploaded as this synopsis serves as the formal solicitation. The rationale for sole source: The sole source for this procurement is to convert the Trim and Drain system Marotta valves to which only Marotta Controls Valve part and conversion kits can be used to be a complete and usable functioning system. The valve conversion requires these conversion kits per technical, manual procedures. Marotta Controls is the Original Equipment Manufacturer (OEM) and distribution point for all repair parts. All technical drawings and specifications are proprietary. Marotta Controls does not authorize other groups to sell the repair parts kits required for the completion of this item. Other groups would have to purchase the parts from Marotta Controls. These items have no commercial use and are specific to Naval Submarines. The government ™s needs are highly specific and detailed for Marotta valve conversions on SSBN/SSGN Class Submarines. No other manufacturer in the commercial marketplace fabricates a series of end products geared specifically for these requirements related to Marotta valves ™ repairs in accordance with applicable technical manuals.
