Description
Response to Vendor Inquiries AMENDMENT #1: THIS AMENDMENT IS TO PROVIDE RESPONSES TO VENDOR INQUIRIES. PLEASE SEE ATTACHED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The resultant order will be a labor-hours purchase order. In accordance with FAR Parts 12 and 13.5, the National Institutes of Health (NIH) intends to procure the professional services of an outreach support consultant for the National Library of Medicine (NLM), Office of Director (OD). This acquisition is a 100% total small business set aside. The North American Industry Classification System (NAICS) Code is 541611 with a small business standard of $7.0 million. PERIOD OF PERFORMANCE The period of performance will be three months from date of award with two (2) additional one-year option periods. BACKGROUND INFORMATION The mission of the National Library of Medicine is to collect, organize, preserve, and disseminate the world's biomedical information. In addition to traditional library activities related to reference services and collection development, library develops a wide variety of electronic resources to meet the needs of various constituencies. The Library also conducts outreach to these user communities to make them aware of the Library's resources and services and to develop their capacity to use them effectively. The NLM Office of Communications and Public Liaison plans, directs, and coordinates the NLM public communications and public liaison program, conducts a variety of outreach activities to inform both the scientific/medical communities and the general public about the information services available to them from the NLM, and as part of the NIH-wide public liaison function, coordinates public liaison activities between NLM and consumers, advocacy groups, and voluntary organizations. PURPOSE AND OBJECTIVE OF THE PROCUREMENT The purpose of the proposed work is to provide consultation services to support NLM program activities and outreach objectives. The consultant will provide professional services which may include advisory assistance, technical input, and programmatic support related to the following four tasks: CONTRACTOR REQUIRED TASKS: Task 1: Exhibition on Native Concepts of Health and Illness a. Healing Ways Content Development b. Advisory Group Meeting Organization The Contractor shall assist NLM staff to identify and convene meetings of subject matter experts and leaders of the Native American community to advise on content development and discipline formats; assist NLM staff to conceptualize a framework and implement a plan that features noteworthy examples of native health concepts in printed and multi-media formats. Task 2: Collaboration with External Organizations a. 175th Anniversary program development In concert with NLM leaders, the Contractor shall identify and work with organizations having mutual interests in the Library's history, programs and future goals to support and/or participate in the NLM's 175th Anniversary activities; assist NLM staff in developing and implementing program development. Task 3: MedlinePlus Magazine a. Editorial content development b. Outreach to arrange content contributions from other NIH Institutes c. Readership Evaluation The Contractor shall advise on content development, and the planning, implementation and evaluation of magazine readership and current distribution. Task 4: Outreach Project Planning, Implementation, and Evaluation a. Board of Regents Subcommittee on Outreach Chaired by Director, OCPL b. Education/health careers c. Disaster preparedness information d. Special populations e. Outreach, Consumer Health and Health Disparities Committee, OCHD The Contractor shall assist NLM staff in the development and implementation of new outreach initiatives, for example, promoting careers for underrepresented minority high school students interested in medical and ancillary health. CONTRACT REQUIREMENTS The Contractor shall perform specific tasks as defined above during the period of performance. The Contractor shall implement these tasks with minimal direction, but in close collaboration with the government. The Contractor shall be prohibited from performing inherently governmental functions and all decisions will be made by Federal employees. GOVERNMENT RESPONSIBILITIES The government shall provide the Contractor access to relevant NLM information and staff. REPORTING REQUIREMENTS AND DELIVERABLES The Contractor shall meet with selected members of the NLM leadership team on an as needed basis. Meetings will be held at the NLM site, and/or via teleconferencing. The Contractor shall submit reports by the 30th of each month Contracting Officer's Technical Representative (COTR). As a result NLM will have exclusive ownership of all deliverables developed under the resultant purchase order. INSPECTIONS AND ACCEPTANCE REQUIREMENTS The monthly reports delivered by the Contractor will be reviewed and approved for acceptance by the Contracting Officer's technical representative upon delivery by the Contractor. TECHNICAL EVALUATION FACTORS All proposals received on time will be submitted for review by the NLM Office of Communications and Public Liaison and other NLM staff familiar with the topic of this statement of work. This review will be arranged and conducted by the COTR. Selection of an offeror for award will be based on an evaluation of proposals against evaluation criteria. Please be advised that paramount consideration will be given to the evaluation of technical proposals. However, the Government reserves the right to make an award to the best advantage of the Government, price and other factors considered. The following technical evaluation criteria below are listed in relative importance with weights assigned for evaluation purposes. Evaluation Criteria 1. Understanding the Requirement and the Technical Approach (55 Points) This factor evaluates the offer's demonstrated understanding of the requirements of the SOW. Demonstrated quality, innovation, and understanding of the NIH/NLM mission and creativity. Understanding of the Government's intent for this procurement and the feasibility of approach to address its overall goals. Quality and clarity of approach to accomplish the objectives of this statement of work. Evidence of ability to accomplish the specific tasks described. Timeliness of approach to get the information necessary to develop and implement tasks. Soundness of approach to incorporate Government input on the project. 2. Experience and Personnel (25 Points) Qualifications, experience, and availability for the project must be demonstrated in the proposal as described in the Statement of Work. A resume should be included that documents pertinent experience and references. 3. Past Performance (20 Points) The Government will evaluate the offeror's past performance based on information obtained from references provided by the offeror, other relevant past performance information obtained from other sources known to the Government, and any information supplied by the offeror concerning problems encountered on the identified contracts and corrective action taken.
