Description
Sole Source Document DESCRIPTION: The Air Force Research Laboratory (AFRL) Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1 with Mobile Satellite Services, Inc. (MSS), 18221 A Flower Hill Way, Gaithersburg, Maryland 20879 for the purchase of one (1) ComBlock 5.8 GHz half-duplex Transceiver. This notice of intent is not a request for competitive quotations, information received by the response date of the solicitation will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code for this procurement is 334220. SOLE SOURCE JUSTIFICATION: AFRL requires a ComBlock module that operates in the 5.8 GHz band to use with the current system. The ComBlock module must be compatible with the other ComBlock modules that are in use at AFRL. ComBlock communications and signal processing modules are a proprietary format developed by Mobile Satellite Services, Inc. The modles provide a way of building communication systems that is totally unique by building a system by putting blocks together. No other vendor has the technical ability or the legal rights to develop these same modules. There are no other contractors that produce products compatible with ComBlock modules. Thus, to have a new module developed, only Mobile Satellite Services, Inc. can satisfy the Government's requirements.
