- Sole Source Document The Air Force Research Laboratory Information Directorate, Rome, NY intends to solicit and negotiate a sole source purchase under the authority of FAR 6.302-1 with Analytical Graphics, Inc., 220 Valley Creek Blvd Exton, PA 19341-2380 to provide software maintenance, support, and upgrades for eight (8) existing Satellite Tool Kit Licenses for the period of 1 October 2010 to 30 September 2011. Analytical Graphics is the sole developer, manfacturer, and distributor of the Satellite Tool Kit and its associated modules. No other company can provide upgrades or technical support. Though this notice of intent is not a request for competitive quotations, information received by the response date of the solicitation will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code for this procurement is 541511. The following clause is applicable to this Notice of Intent. FAR 52.232-18, Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
