Description
This is a COMBINED SYNOPSIS/SOLICITATION in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures. This combined synopsis/solicitation SHALL be posted on NECO (http://www.neco.navy.mil/). The Naval Surface Warfare Center, Port Hueneme Division, Port Hueneme, CA intends to procure on a full and open competition basis of the following items: Description: SERVICE, LABOR, MATERIAL TO LEASE AND MAINTAIN EQUIPMENT FOR TWO HANDWHEEL FORKLIFTS, 5000 LBS, ELECTRIC CHARGE DEVICE WITH EQUIVALENT ELECTRICAL INPUT TO SUPPORT 208 VOLTS, 40 AMP SINGLE POLE, IAW STATEMENT OF WORK. STATEMENT OF WORK - Lease Electrical Forklifts 1.0PURPOSE: The purpose of this requirement is to provide two (2) 4,000 to 5,000 lb electric forklifts with full maintenance service to support the Port Hueneme Division, Naval Surface Warfare Center (PHD NSWC) Material Management Team. These forklifts are to be used in normal supply functions and are located at PHD NSWC. The functions to be supported are receiving, storing, shipping and excessing. 2.0GENERAL REQUIREMENTS: The forklifts provided shall have the following technical characteristics: a.4, 00 to 5, 000 lb lift capacity b.191 lift height c.82.5 lowered height d.Existing ramp minimum 17 degrees; dock board should not exceed 15 degrees at truck bed height e.Overhead safety guard/operator f.Operator and Personnel safety signs with applications g.Self-Contained charging system (provided with forklift) h.Head and tail stop lights i.Horn and movement warning systems 3.0SERVICE REQUIREMENTS: Full maintenance service, to include emergency calls. Must respond to emergency call within 4 hours after call is placed, or next business morning if call is placed after 2:00 p.m.. Emergency repair work shall be performed within 2 working days after diagnosis of problem. All maintenance work shall be arranged and accomplished in such a manner as to cause minimum interference with the normal use of the equipment and working area. Except for the specific area assigned for maintenance work, all areas to remain free for regular working operations. 3.1SCHEDULING WORK AND INTERRUPTIONS: The work under this contract requires special attention to the scheduling and conduct of work in connecting with the existing utility and operating systems. The following conditions apply and each factor, which relates to a potential shut down or interruption to normal service of operations shall be identified on the progress schedule. 3.2UTILITY OUTAGES: Will be requested, in writing no less than three (3) working days prior to the outage. 3.3AREA CLEAN-UP: The premises shall be kept free, at all times, from accumulation of waste material and/or rubbish resulting from the work. Combustibles shall be removed from the PHD premises daily. Upon completion of the work, all debris, tools, scaffolding and surplus materials shall be removed and disposed of at contractor expense. 3.4AVAILABILITY OF UTILITY SERVICES: Reasonable amounts of utilities will be made available to the Contractor at no cost. The Contractor shall pay all costs incurred in connecting, converting, and transferring the utilities to the work area. The Contractor will be responsible for making connections, providing transformers, etc., and disconnections. 3.5HAZARDOUS MATERIAL: The Contractor shall take special precautions for that portion of the work, which may involve the handling of materials, which contain asbestos, either in demolition or construction. All such work shall be carried out in strict conformance with the requirements of OSHA Regulation Part 1910.1001 and EPA regulations on national emissions. 4.0PERIOD OF PERFORMANCE: The requirements for the forklifts and services shall be a base year plus four option years, 01 October 2010 through 30 September 2011. 01 October 2011 through 30 September 2012 01 October 2012 through 30 September 2013 01 October 2013 through 30 September 2014 5.0LOCATION: The equipment and services requested to fill these requirements shall be located at: PHD NSWC, Code 106, buildings 435, 439, 1223 and other surrounding areas as required to satisfy Code 106 Material Management responsibilities. The Government reserves the right to award on an all or nothing, or partial basis. The NAICS code is 811310 and the Small Business Standard is $7.0 Million. This combined synopsis/solicitation is a competitive, unrestricted action. The contract type will be firm fixed price. The Naval Surface Warfare Center, Port Hueneme Division, Port Hueneme, CA requests responses from qualified sources. Attached the Request for Quotation (RFQ) number is N63394-10-T-0101. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-26 and DFARS Change Notice 20080722. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.
