Description
RECOVERY ACTION. FOR INFORMATIONAL PURPOSES ONLY. DUNS 007113228. The modification addresses the following work: These funds are to support the DOE Carlsbad Field Office for Transuranic (TRU) Waste Accelerated Disposition for the disposition of contact handled and remote handled TRU waste from Sandia National Laboratories site in Albuquerque, New Mexico. The action is other than fixed price because work assigned to the Sandia Corporation through the issuance of Work Authorizations (WAs) is pursuant to the terms and conditions of their prime management and operating contract awarded under as a cost reimbursement type contract due to the uncertainties in contract performance. Cost cannot be estimated with sufficient accuracy to use any type of fixed price contract as the exact nature and duration of the work is uncertain. The use of a separate fixed price award to Sandia Corporation for the WA is inappropriate because this is issued under an existing cost reimbursable contract. Sandia was selected by the Department of Energy (DOE) to participate in this American Recovery and Reinvestment Act (ARRA) work due to the expertise at Sandia National Laboratories in the subject matter. The work falls within the Office of Environmental Management which is covered by the prime contract Statement of Work, paragraph 6.4, entitled "Environmental Restoration and Waste Management" that states: "the Contractor shall conduct compliant environmental restoration activities; characterize soil and groundwater and remediate contamination, provide for the management of waste necessary to support Laboratory missions including storage, treatment, and disposal of solid, hazardous, mixed, and radioactive wastes; decontaminate and decommission facilities and sites; and coordinate and implement waste minimization and pollution prevention initiatives." NOTE: This action is awarded under prime contract modification no. 391 that recognizes Work Authorization no. EM-10CB-0080-ARRA issued under Management and Operating Contract number DE-AC04-94AL85000. This action is funded by Recovery Act dollars.
