Description
The attachment provides additional background information regarding this project. Synopsis: This Request for Information (RFI) is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotes. In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI. Interested vendors responding to this RFI may provide capability information for one or multiple pieces of this requirement or for an entire solution. Background The U.S. Office of Personnel Management (OPM) Human Resources Solutions (HRS) Division is currently conducting market research related to a potential acquisition of a business management solution to automate and integrate a number of business management capabilities under an effort known as the Service Automation System (SAS) project. To implement this solution, the SAS project would require support in the form of software and integration services; and potentially application hosting services, and operations services. This notice is consistent with FAR 10.002(b)(2)(iii), as a request for information in support of HRS’s market research activities. This notice is issued solely for information and planning purposes. It is not a solicitation and does not constitute a request for quotation or proposal (RFQ/RFP). HRS may or may not release a RFQ/RFP at a later date. Statement of the Problem OPM’s mission is to ensure that the Federal Government has an effective civilian workforce, which is accomplished providing human capital advice and leadership to the President of the United States and federal agencies; delivering human resources (HR) policies, products and services; ensuring compliance with merit system principles and protection from prohibited personnel practices; and holding agencies accountable for their human capital practices. OPM plays a critical role in the lives of millions of federal employees, retirees and their survivors—administering health benefits, retirement plans, and life insurance programs. It also provides essential HR products and services to other federal agencies funded through its HRS revolving fund program. See Attachment 1 for more information. Information provided in response to this RFI must be submitted no later than thirty (30) calendar days from the date of posting, in the form of a “white paper.” Responses should be limited to not more than one hundred(100) single spaced pages. Please note that the collection of this data does not obligate the U.S. Government to the incorporation of the solicited comments in any future procurement action nor does it obligate the Government to the procurement of any services or products related to this RFI. Proprietary information should not be included in the RFI response. Responses to this RFI will not be returned. Interested parties shall provide the following information when responding to this RFI: See Section 5 of Attachment 1.
