- This additional description includes questions that may determine an offeror's ability to meet this requirement: Has DCMA approved Ground Operating Procedures, and for cause not removed these GOPs, at contractor facilities during the previous three years for similar type of effort, complexities, and scope performed (paint removal and repair) on military aircraft with empty weight exceeding 60,000 pounds? Will the company commit to throughput capacity for removing paint from forty-four (44) C-130 aircraft in one year? Will the company commit to a ten-day delivery schedule to receive, defuel, remove paint (excluding flight controls), refuel, and make ready for flight each C-130 aircraft? And if not in ten days, then how many days?
