Description
On/about August 30, 2010, the Bureau of Land Management (BLM) will issue a competitive solicitation, #L10PS03308, for professional services to inventory, evaluate, protect, and manage unique archaeological resources located in Lincoln County, NV. It is estimated that services will be for three years, although this may vary. The solicitation will be unrestricted under NAICS code 541990, with a size standard of $7million. A Statement of Agency Need and source selection criteria will be included in the solicitation. Written response will be due no later than October 30, 2010. Multiple awards are anticipated from the solicitation. The BLM administers funds generated by the Lincoln County Land Act of 2000 (Act). The Act provides for the sale of public land in Lincoln County, NV, with the sale proceeds available, in part, for archaeological studies within Lincoln County. These proceeds are used to fund proposals to deal with aspects of the inventory, evaluation, protection, and management of unique archaeological resources in the County. Proposals shall include a performance-based statement of work detailing a description of work to be done, method of accomplishing the work, deadlines, and performance standards. Proposals awarded to federal government agencies will result in interagency agreements. Proposals awarded to the public will use simplified acquisition procedures to the extent possible with resulting firm-fixed-price contracts. The contractor or government agency shall furnish all labor, equipment, transportation, supervision, supplies, and incidentals to perform the work as stated in its proposal. The contractor or government agency will be responsible for writing the performance-based statement of work for its proposal. All offerors must be registered in Central Contractor Registration (CCR).
