Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 10-233-SOL-DRCA. The solicitation is issued as a Request for Quote (RFQ) (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. (iv) The corresponding NAICS code is 423460 and the small business size standard is 100 employees. The Government will award a purchase order resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, with its offer or acknowledge its listing in Online Representations and Certifications Application (ORCA). (xi) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition. (xiii) Brand Name justification: Any imaging device deployed to the Indian Health Service, California Area must be VistA Imaging (VI) approved. The Canon CR-1 Mark II is on the VI approved DICOM Modaltiy Interfaces 2 published list. This is required because the clinics in the California Area utilize VI to upload images into their RPMS/EHR patient medical records. The CR-1 Mark II Digital Non-Mydriatic Retinal Camera is unique in that it reduces brightness, helps improve overall patient comfort and significantly shortens exams. The low flash intensity of the CR-1 Mark II minimizes miosis, thus shortening the time required for taking multiple pictures. Synemed’s EyeScape 7.X Digital Imaging Solutions Software Network Edition is required for and integrates with the Canon CR-1 Mark II. It allows IHS to single click to functions, link stereo images and view images in seven color tracks allowing for seamless integration with the IHS Electronic Health Record.
