- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source purchase order to XyEnterprise, 101 Edgewater Drive, Wakefield MA 01880, for the acquisition of technical services to modify the LiveContent software to add the MOZPlugger plug-in to display graphic files of type when using the Firefox browser on Linux to display a LiveContent interactive electronic technical manual (IETM). This procurement is sole source for the following reasons. SDL XySoft is the creator and maintainer of LiveContent, which has been purchased by the US Navy for IETM generation and delivery of S1000D and 24784C based IETM deliverables. LiveContent is a commercial off the shelf (COTS) product and SDL XySoft, as the creators and maintainers of the product, are the sole source provider of services that impact the available functionality of the product. These changes can only be provided by XyEnterprise since they are the copyright holders for the COTS LiveContent product. FSC Code: D308. NAICS Code 541511 applies. SBA Size Standard is $25.0M.
