- The SSA intends to negotiate solely with Jinfonet Software, Inc. 9420 Key West Avenue Suite 310 Rockville, MD 20850 for renewal of annual software maintenance under the authority of 41 U.S.C. (253) (c) (1) as set forth in Federal Acquisition Regulation (FAR) 13.106-1(b)(1), "...contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., exclusive licensing agreements, brand name...)." The Social Security Administration (SSA) requires continued maintenance support on three (3) JReport Enterprise Server software licenses and fourteen (14) JReport Designer software licenses. The JReport software currently is maintained under an existing order. The maintenance expires on September 10, 2010. SSA has a requirement to continue maintenance for the period September 11, 2010 through September 10, 2011. Maintenance support for JReport Enterprise Server software and JReport Designer software is proprietary to Jinfonet Software, Inc. who has no authorized resellers and is the only source that can supply the software maintenance associated with this procurement. The Government anticipates the award of a firm-fixed price purchase order. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. This document does not constitute a solicitation for offers. Requests for copies of a solicitation will not be honored or acknowledged. Pricing data is not requested or required. No contract award will be made based on responses received; however, this information will be assessed before a final determination is made. Respondents will not be notified of the results of any Government evaluation of submitted information. Any responses to this notice should be submitted electronically within 48 hours to Dennis.Failing@ssa.gov and refer to SSA JReport Annual Maintenance Renewal.
