Description
Request for Information (RFI) for Learning Management System (LMS) to Support the DOD OIG PURPOSE: This is a Request for Information (RFI), as defined in Federal Acquisition Regulation (FAR) 15.201(e). The Government is issuing this RFI in an effort to understand market availability, technical characteristics, and functionality of Information Technology (IT), tools, or products capable of satisfying the technical, functional, and/or operational capabilities described in this RFI. This is not a request for proposal, request for quotation, or an invitation for bid, nor does its issuance obligate or restrict the Government to an eventual acquisition approach. All information received from this RFI will be used for planning and Market Research purposes only. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the outcome of the information received. TARGET AUDIENCE: This Sources Sought Synopsis is also interested in outreaching to small business and gauging small business capabilities. As such, small businesses are highly encouraged to respond. Small business responses will be used to assist the agency in performing market research to determine whether or not there are two or more qualified and capable Small Businesses to provide the aforementioned service. Affirmative responses must be received by September 7, 2010, 3:00 pm, Central Time, to be included in this solicitation via email to willie.spivey@dodig.mil. Sources Sought: This Sources Sought synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the North American Industry Classification System (NAICS) Code 541519. In addition to Small Businesses, this synopsis is encouraging responses from qualified and capable Service Disabled-Veteran Owned Small Businesses, Veteran-Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, Small Disadvantaged Small Businesses, Historically Black Colleges and Universities/Minority Institutions, Small Business Joint Ventures, Consortiums and Teaming Partners. This Sources Sought synopsis is issued to assist the agency in performing market research to determine whether or not there are qualified and capable small businesses to provide the aforementioned service. Small businesses must submit responses that demonstrate their qualifications to make a determination for a small business set-aside. Please note that personnel with current DoD Secret clearances (minimum) and specified personnel with current DoD Top Secret clearance will be required at contract award. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). Interested small businesses meeting the small business standard of NAICS code 541519 are requested to submit a response to the Contracting Officer within 7 calendar days of issuance of this RFI. Late responses will not be considered. Responses should provide the business's DUNS number and CAGE code and include a statement of self certification under the NAICS code. Additionally, responses should include recent (within the past three years or work that is on-going) and relevant experience (work similar in type, scope, and complexity) to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers where the responder performed the relevant work. Provide a list of the current contract vehicles your services may be procured from, to include the General Service Administration (GSA), Federal Supply Schedule (FSS) and any other government contract vehicle. Marketing brochures and/or generic company literature will not be considered. Not addressing all the requested information may result in the Government determining the responder is not capable of performing the scope of work required. INSTRUCTIONS TO VENDORS : If the Government has additional questions or a need for information vendors will be contacted and asked to provide additional information. DOD IG recognizes that vendors may include proprietary information and trade secrets in their responses. DOD IG will treat all responses with the same level of content security as afforded source selection sensitive documents. DOD IG is not responsible or liable for any costs incurred by vendors in the response to this RFI. RFI Process Because of schedule constraints, questions will not be entertained for this RFI. BACKGROUND Historical Services Currently, DOD OIG utilizes the Defense Audit Management Information System (DAMIS). DAMIS is a planning and tracking system that was originally designed to provide an automated tool for capturing and distributing audit project information and later revisions added training and individual development plan modules. It has been determined that DAMIS has reached the end of its life cycle and no longer satisfies the needs of the DOD OIG components. A new learning management system is necessary to meet the needs of the DOD OIG training and career development functions. OBJECT Projected Services The purpose of this request for information is to provide the DOD OIG with an automated learning management system. SCOPE A Learning Management System (LMS) must be developed to meet the needs of the Department of Defense, Office Inspector General (DoD, OIG) training and career development functions. The DoD, OIG needs to implement a comprehensive automated Learning Management System that allows users to plan, approve, schedule, complete or cancel training; add new courses, revise course planning information, track budgets, track employee certifications, validate employee certification requirements, identify competencies, conduct competency gap analysis, and run standard and ad hoc reports. The system must support the 5 basic capability areas required by the OIG, competency management, reporting and tracking, Individual Development Plans management, certification management, and training related financial management. In addition the LMS must meet the general business requirements, functional requirements, and system compliance requirements identified in this requirements document. TECHNICAL REQUIREMENTS The DoD IG is seeking a web based LMS that uses single sign on capability with the DoD Common Access Card. The system will need to exchange data with other DoD-wide systems. The system must pass the DoD and DoD IG certification and accreditation process to be accepted by the DoD OIG. SECURITY CLEARANCE: This effort involves the contractor having access to FOUO, Confidential and classified information/material. The contractor shall provide personnel with clearances up to the " SECRET" level. RESPONSES : Responses to this RFI are to be submitted via email to willie.spivey@dodig.mil: no later than September 7, 2010, 3:00 pm, Central Time Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. General Business Requirements ID # Requirement Description and Notes Importance Gen BR 001 Employee Training Dashboard Screen that contains information regarding the employee's career goals for 1-3 years and 3-5 years, required job competencies, IDP summary snapshot, competencies to be developed, employee grade and series, education level, current status of classes, and training request. Allows employee to add or update this information. Critical - Information in the dashboard Desired - Dashboard overview Gen BR 002 Generate a Fill-able SF 182 (training request form) SF-182 is the primary form in the LMS. Most courses require this form to be completed for the government to accept the course registration. See DAMIS SF 182 Replacement Plan document for full list of fields to be included in SF 182 form. All fields on left side under SF182 must be in the form. Identification numbering must be automatically generated by the system. Numbering scheme is based on Component that generates the form. Critical Gen BR 003 User Guides and Manuals Developer must provide user guides and system administrator manuals on how to operate in the system. Critical Gen BR 004 Group SF 182 Requirements All users can generate a group SF 182 (SF182 with multiple employees signed up for 1 class). Critical Gen BR 005 Record/Data Storage All records/data must be immediately accessible in the system via search or report up to 5 yrs prior to the search date. Records/data older than 5yrs must be archived but does not need to be immediately accessible. Critical Gen BR 006 Track all employee training records System must be able to track, maintain, store, and add all training requests. Some training request requires SF 182 forms. Critical Gen BR 007 System Integration with DCPDS Systems must be able to send/input required information to the Defense Civilian Personnel Data System (DCPDS). Critical Gen BR 008 Training Calendar Display Calendar of all component employee training at the Training Coordinator level and directorate /division /team/employee training at the supervisor level. Ability to detect and fix scheduling conflicts, send warning notice to supervisors and provide location of the class. Desired Gen BR 009 Course Library Input courses that are routinely taken by all employees into a master course library. Library will be used for selecting course and populating information on IDP and SF182. If possible, the course library should be able to be sorted by relevance to job series, competency and function Critical Gen BR 010 System Generated Alert Notifications System should be able to generate an email notification for all actions required in the system. Notification should be sent to the user/agent next in line for approval, rejection, modification, and etc. See LMS Training Process Map. Critical Gen BR 011 Scan and import forms/files into system System must have the ability to import files and scanned documents. System must have the ability to attach the files to specific training records. Critical Gen BR 012 Manage Access List for OIG sponsored courses System must be able to store a list of personnel approved to attend an OIG sponsored class. Critical Gen BR 013 Manage Wait List for OIG sponsored courses System must be able to create a queue list of personnel waiting to get into an OIG sponsored class. Desired Gen BR 014 Curriculum Management System allows employee/supervisor to determine if an individual has completed an entire group of requirements. Used to reflect the total training requirements for a job position or certification. Desired Gen BR 015 Role based permission levels Requires that users only have access/permission to features, reports, data, etc based on their role/responsibility. Critical Gen BR 016 Interface with CRIMS (in-house application) CRIMS is a case management system that investigators use to track in-service training and case work. Desired Gen BR 017 Able to select training hours type Ability to select the type of training hours that should be applied to course hours. (i.e. CPE, PDU, CEU) Desired Gen BR 018 Class Availability Search and Notification System gives user a notification of classes that are similar to class being applied for. Desired Gen BR 019 Incomplete warning messages for mandatory classes not completed System should notify user and training coordinator for special classes if a user has not completed all mandatory classes prior to submitting SF-182.
