Description
THIS IS A PRE-SOLICITATION NOTICE FOR A DRAFT RFP FOR COMMERCIAL REMOTE SENSING SATELLITE DATA. The purpose of this announcement is to notify all interested vendors that the USGS intends to issue a solicitation for a follow-on multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract to obtain commercially available remotely sensed satellite image data. The USGS is seeking information from current and new data providers. Potential sources may submit a response identifying their interest and capability to respond to this requirement. Vendors are also invited to provide any recommendations for the USGS's benefit in planning and conducting this acquisition and finalizing the solicitation. The DRAFT RFP 10HQSS0045 may be viewed/downloaded by going to USGS website http://www.usgs.gov/contracts/acq_opp/public_notices.html PAPER COPIES OF THIS DRAFT SOLICITATION WILL NOT BE ISSUED AND OR FAX REQUESTS FOR THIS DRAFT SOLICITATION WILL NOT BE ACCEPTED. Responses are due no later than 12:00 Noon September 10, 2010, by email to the Contracting Officer, Joanne Lowe, email; jlowe@usgs.gov. Questions regarding this Draft will be due September 3, 2010. Include the solicitation number, subject, requesting firm and address, a point of contact and telephone number within the email. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. The NAICS code is 519120 with a Small Business Size Standard of $7.0 M. A firm is considered small if their average annual receipts for the preceding three (3) years were less than or equal to $7.0 million. Any information submitted is voluntary. If sufficient interest and capability is not received from firms from SBA certified Small Business HubZones firms, Small Business firms certified by a SBA district or regional office for participation in the 8(a) program, Service-Disabled Veteran-Owned small business firms or Small Businesses the solicitation may be issued as unrestricted without further consideration. Background: The United States Geological Survey (USGS) Land Remote Sensing (LRS) Program currently has contracts in place to obtain commercially available remotely sensed satellite image data. This follow on contract(s) is being established in order to continue to serve the needs of the USGS LRS Program, other USGS Programs; Department of the Interior bureaus; the Federal civil community; state, local, tribal and international partners; Department of Defense (DOD); and Federal partners. Commercial data sources are now being sought from a broader range of U.S. and international commercial satellite data providers to include all spatial and spectral resolutions. The USGS is also interested in data license agreements that allow the widest possible distribution to data users. Across Federal civil agencies that use remote sensing data, experience has shown that centralized procurement leads to cost savings to the Government through volume discounts, reduction of redundant contract administrative costs, and avoidance of duplicate purchases. As is the case today, the use of USGS contracts by other agencies is optional, but the terms the USGS negotiated on behalf of the civil sector have been advantageous for the purchasing organizations. Centralized contracts simplify the ordering process for all parties and help to coordinate government procurements. Commercial satellite data acquired through the USGS is provided to the initial customer and also made accessible to other entities in accordance with the data license. However, this is NOT a Request for Proposal (RFP) and does not constitute any commitment by the Government. Responses to this DRAFT RFP will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses DRAFT RFP. Any solicitation that may be issued will be posted on the Federal Business Opportunities website and no paper copies will be provided.
