- Solicitation Number: NHLBI-PB-EB-2010-306-KCC This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. It is the intent of the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) on behalf of the National Institute of Biomedical Imaging and Bioengineering (NIBIB) to negotiate/award a purchase order on a noncompetitive sole source basis to FEI Company, 5350 NE Dawson Creek Drive, Hillsboro, OR 97124 for the purchase of a Transmission Electron Microscope. FEI Company will provide the Transmission Electron Microscope to replace the Philips CMI20 transmission electron microscope (TEM) in the NIBIB's Trans-NIH Biomedical Engineering and Physical Science Shared Resource, The14-year old electron microscope was purchased in 1996, and the instrument is obsolete for the operation modes required by current researchers. Multiple researchers from Institutes across the NIH, as well as researchers from NIBIB, will use the new TEM. It will provide compatibility and the instrument will accommodate accessory devices that the laboratory has previously purchased for its FEI CM120 TEM and intermediate-voltage FEI Tecnai TF30 TEM. The sole source determination for the Transmission Electron Microscope from FEI Company is due to the fact that the new electron microscope must accommodate a large number of expensive accessories that the laboratory already possesses, and FEI is the only manufacturer that provides the above capabilities and compatibilities. To ensure compatibility of accessories, compatibility of software, for acquisition and processing of digital electron micrographs, and for the highest level of performance, it is essential to procure the Tecnai Tl2 electron microscope. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification System (NAICS) Code is 334516 and the business size standard is 500 employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
