Description
This is a combined/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI10198 and the solicitation is being issued as a Notice of Intent. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-43).This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business Set-Aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure from Eppendorf North America Inc for (1) epMotion 5075 LH PC-Control Comp, (1) DISP. TOOL TM 50-8, 1-50UL (1) DISPENSING TOOL TS 50, 1-50UL. The Eppendorf epMotion 5075 liquid handling system permits the preparation and handling of 384 well plates for use in quantitative real time RT-PCR (qPCR) plates. The total reaction volume including primers, template, probes and reaction mixture is 10 l that were routinely dispensed separately. The functionality of the epMotion robot can be used for Serial Dilutions, Tube to plate transfers, Concentration normalization, Reagent Transfer, Pooling, Cell separation, Cytotoxicity assays, Growth curves, Cell-based assays, Apoptosis assays, PCR setup, Sequencing setup, SNP detection E-Gel Loading. It contains: Validated single-channel and multi-channel pipetting tools Completely contained housing including door safety mechanism, Optical sensor for identification of labware, tips and reagent volumes, Easy-to-use software with pre-loaded labware files. The following factors for the analysis to be reliable and timely: Award will be based on: 1) Technical capabilities to meet the required specifications, 2) Delivery, 3) Installation, 4) Warranty, and 5) price. Warranty information to include period and coverage, shall be stated. Inside delivery shall be 30 days after the receipt of order (ARO). North American Industry Classification System (NAICS) Code for this acquisition is 334516, and the small-business size standard is 500 employees. This is a firm fixed-price contract and the FOB terms are 'Destination' and Net 30. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] Offers must be submitted no later than 5:00 P.M.
