Description
This announcement constitutes public notice of intent to award a sole-source purchase order to Government Marketing & Procurement, LLC (GMP), 1818 Library Street, Suite 500, Reston, VA 20190, for the purchase of Secunia's Corporate Software Inspector (CSI) and technical support for use within STAR LAN to facilitate the patching of 3rd party software vulnerabilities. This requirement will be negotiated on an other than full and open competition basis in accordance with 41 USC 253 (c)(1), as implemented by FAR 13.106-1(b)(1)and FAR 6.302-1(b) (2). This synopsis is published for informational purposes only. The applicable NAICS code for this requirement is 511210 and the size standard is $25,000,000.00; GSA Schedule 70, SIN 132.32. Award will be made using FAR 13, Simplified Acquisition Procedures. This notice of intent is not a request for competitive proposals and no solicitation package is available. Secunia, based in Denmark, has only one known authorized US distributor, GMP. Secunia's CSI meets the unique technology requirements for the Office of Research & Applications that cannot be met by competing products. This product integrates seamlessly into STAR's current patching architecture. CSI analyzes each Windows host in STAR's domain for vulnerabilities in both Microsoft and third-party applications. CSI provides a mechanism to create and publish patches to STAR's patch distribution server, and reduces the time needed to patch third-party applications and reduces the complexity of patching and patch creation. If any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to the identified point of contact no later than Tuesday, 31 August 2010, 11:45 AM (EST). Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
