- Description
- The Government intends to award a Firm-Fixed Price contract for training specialist services in support of the Joint Chief of Staff Ellipse Exercise Series, for HQ US Southern Command, in Miami, Florida. The contract period of performance will consist of a base period of one year, and four successive option periods of one year each. The Contractor shall provide services that include the preparation and execution of seminars to train senior leaders and selected staff in operational procedures required to execute exercises. The majority of support will assist the Government in the development, coordination, and execution of their counterterrorism, consequence management and special operations exercises. The technical support will provide assistance in exercise design, issue/item coordination, briefings and information documents development, and exercise execution of seminars, command post exercises, and FTXs. In order to accomplish these services, Contractor personnel must possess first-hand knowledge of a wide scope of special operations missions, Special Category programs, doctrine and related activities to include counterterrorism, the Global War on Terrorism, psychological operations, civil affairs, counter-proliferation, and consequence management. The Contractor and all assigned Contractor personnel shall have a TOP SECRET Clearance to work at the Government work site and shall be eligible for Top Secret/Special Compartmented Information security clearance on the date the proposal is submitted. Historically, one person has been required to fulfill the requirements. Solicitation W91QEX-10-R-0009, as posted through the Army Single Face to Industry under NAICS Code 541611, contains three line items (CLIN). CLIN 0001, Training and Exercise Support, is in support of development, coordination, and execution of exercises. Quantity: 12, Unit of issue: Months. CLIN 0002, Exercise Execution Support, is for the conduct of direct support to exercises above and beyond the requirements of CLIN X0001. Quantity: 592, Unit of issue: Hours. CLIN 0003, Travel, is for travel performed in conjunction with performance of the services. Offerors are instructed not to price this CLIN. The Government will insert an estimated amount at time of award. Solicitation W91QEX-10-R-0009 contains instructions to Offerors for submission of proposals and the procedures which will be used to award the contract. Proposals shall be submitted by 9 September 2010, 9:00 am Eastern Standard Time. All proposals submitted by responsible sources will be considered. Anticipated contract award date is on or about 23 September 2010, with an anticipated contract start date on or about 27 September 2010.
