- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR FAR 12.6, Streamlined Procedures for Commercial Items, as supplemented with additional information included in this notice. This acquisition is being conducted under FAR 13.5, Test Program Procedures for commercial items. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA-245-10-RQ-0243. The solicitation is issued as a Request for Quotation (RFQ). It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www1.va.gov/oamm/oa/ars/policyreg/vaar/. The NAICS code is 541611 - Administrative Management and General Management Consulting Services, with a small business size of $7M. This is a Full and Open Competition requirement; all qualified vendors are encouraged to submit a proposal. The Department of Veterans Affairs Health Administration (VHA) requests responses from qualified sources capable of providing ISO 9001 consultant services as detailed below: Description of services: Under this contract, the contractor shall deliver consultation services regarding the application of ISO 9001:2008 to healthcare. The venues for these consultative services may be one on one or one on group meetings with Veterans Affairs Central Office (VACO) leadership, Veterans Integrated Service Networks (VISN) leadership, facility leadership and/or with the OCCC. Additionally, the consultant will assist the OCCC with the planning and design of an overall ISO 9001:2008 education roll-out plan, ensuring consistency of the education and training plan to ISO 9001:2008 standard requirements. The contractor shall submit all required reports and white papers in draft to the Contracting Officer Technical Representative (COTR). The COTR will provide any requested revisions which the contractor shall incorporate into revised reports or white papers and resubmit in final within five (5) working days, The consultant shall be required to travel to various locations within the United States to provide these services. For such travel in excess of four (4) trips requiring travel outside the contractor's commuting area, the contractor may, by submission of a written request, assert a claim for an equitable adjustment to the Contracting Officer prior to such travel. The VA anticipates a short term contract period with the contractor award. The effective period of this contract is date of award through six (6) months. Evaluation Factors for Award: The Government intends to make award using the procedures of FAR part 13. Award will be made based upon the quote deemed to be in the best interest of the Government, price and other factors considered. For this requirement, technical merit and past performance are considered more important than price. Proposal Instructions: Vendors shall provide sufficient technical information to allow for thorough evaluation of proposal. Additionally, the vendor shall fully explain their ability to meet the requirements from above. Proposal shall specify the Total Price. Both the Technical Proposal (10 page maximum) and Pricing Proposal should be submitted as separate documents. Adequate competition is anticipated for this acquisition. The government anticipates award of a Firm Fixed Price purchase order contract. Vendors shall submit firm-fixed pricing for all above requirements. Other Administrative Instructions: Central Contractor Registration (CCR). Vendors must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov; provide DUNS number; Cage Code and TIN. FAR Provisions & Clauses: FAR 52.212-1, Instructions to Offerors---Commercial Items; FAR 52.212-3 ALT I, Offeror Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions---Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this procurement. In compliance with said clause, the following FAR clauses apply: 52.222-3, Convict Labor; 52.222-26, Equal Opportunity; 52.222-35; 52.222-36, and Affirmative Action for Handicapped Workers with disabilities. Offerors are reminded to include a completed copy of 52.212-3 ALT I with RFQ response. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: FAR 52.227-14, Rights in Data-General; VAAR 852.209-70, Organizational Conflicts of Interest; 852.203-70, Commercial Advertising; 852.237-70, Contractor Responsibilities; and 852.273-76, Electronic Invoice Submission. Proposals shall be submitted by email only as a MS Word or Adobe PDF attachment to and are due by 12:00 PM Eastern Standard Time on September 2, 2010.
