Description
This is a Market Survey/Request for Information (RFI) and capability assessment for Business Process Management Suite Integration Services support. 1.Introduction/Purpose The purpose of this Request for Information (RFI) is to announce that: (1) The Federal Aviation Administration's intent to conduct a competitive source selection for Business Process Management Suite (BPMS) Integration Support Services for its Unified Contracting System (UCS); and (2) The FAA will conduct an Industry Day to assess the level of interest among qualified providers of the required services. This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.1.3.12. Interested parties are advised that: This is not a Screening Information Request (SIR) or Request for Proposals;The FAA is not seeking or accepting unsolicited proposals;The FAA will not pay for any information received or costs incurred in preparing the response to the RFI; andAny costs associated with the market survey / RFI response submittals are solely at the interested party's expense. 2.Description of the Required Services The FAA's procurement system is based largely on manual processes and record keeping, and paper-based documents. Although some procurement-related processes are automated, a fully integrated and automated tool is not in place to effectively support the volume and complexity of upcoming FAA procurements, particularly for NextGen and continuing NAS sustainment. The FAA anticipates that the UCS will support FAA's procurement processes by providing an integrated, AMS-based system that utilizes automated workflow processes, functions, and standards as provided by the FAA's enterprise BPMS. UCS will automate contract formulation and execution tasks and will integrate or interface with existing FAA procurement processes and systems so as to not duplicate existing capabilities. UCS will support FAA contracting officers, procurement analysts, and vendors approved for use of UCS for invoicing and responding to Screening Information Requests (SIRs). For the UCS Integration Support Services contract, the FAA anticipates requiring the types of technical and management support described in the UCS Integration Services Statement of Work, Attachment 1 of this announcement. 3.NAICS Code The North American Industry Classification System (NAICS) code for this procurement has not yet been finalized, but it is currently expected to be 541512 Other Management Consulting Services (Computer systems integration design consulting services) or a similar code. 4.Nature of Competition The FAA is planning for a full and open competition, with specific subcontracting goals for small business participation. Offerors for the requirement will be evaluated against those subcontracting goals. However, the actual competition method will be dependent upon the number and nature of responses received from this RFI. 5.Contract Type The FAA anticipates that the UCS Integration Services contract will be a cost-type for the required support services. It is expected that travel and other direct charges (ODCs) will be reimbursed based on actual costs. 6.Industry Day The FAA will host an Industry Day on Wednesday, September 15, 2010, from 9:00am to 12:00pm, for members of industry interested in obtaining more information about the upcoming UCS Integration Services solicitation. The FAA intends for this Industry Day to be an interactive and open discussion. All questions asked at the industry day, and their answers, will be publicly posted to the FAA contracting opportunities website, no later than (NLT) September 22, 2010. The Industry Day will be held at the location listed below: Federal Aviation Administration (FOB10A)800 Independence Ave. SWWashington, DC 20591Conference room 8 A&B Due to space limitations, each company will be allowed no more than two (2) representatives. Please RSVP attendance to the Industry Day, by sending an email to the contracting officer, John Gamble, at john.gamble@faa.gov, NLT September 10, 2010. 7.Questions and Comments The FAA welcomes questions regarding this RFI. Questions and comments will be accepted by the Contracting Officer via e-mail until September 9, 2010 (NLT: 3:00 p.m.). No other form of questions or comments will be accepted. Responses to the questions and comments will be publicly posted to the FAA contracting opportunities website. The identities of those submitting questions and comments will not be disclosed. Responses to questions and comments will be provided NLT September 14, 2010. Questions and comments should be limited to aspects of this announcement that affect the preparation of the RFI response. The FAA intends to release a SIR for UCS Integration Services and interested parties will have the opportunity to submit questions and comments on the broader scope of the UCS Integration Services requirements at that time. 8.Responses to RFI Interested parties should submit the following items in response to this RFI by September 20, 2010: A 1-page letter of transmittal;A 5-page Capabilities Statement (12 point Times Roman font, 1 inch margins) The Capabilities Statement should include the following information: Type of services provided by your company relative to the scope of the UCS Integration Services effort as described in Attachment 1 this announcement.Contracts under which your company has provided BPMS Integration services in the past 10 years including the name of the contract, client, estimated contract value, your company's staffing level on the contract (# of FTEs), your company's percentage of the total staffing, and your company's role on the contract. (Prime or Subcontractor). The contract references should be similar to the UCS Integration contract in terms of their magnitude and functional requirements.Number of years your company has been in business.Geographical areas where your company can provide the services listed in Attachment 1 of this announcement.Does your company have a physical presence in the Washington, DC metropolitan area? The submitted materials will not be evaluated nor will the FAA provide feedback on any of the submitted materials. In addition, responses to the RFI will not be viewed by the FAA as a commitment by the respondents to submit a proposal in response to the UCS Integration Services SIR when it is released. If any of the information submitted is considered to be proprietary, the submitter is responsible for marking it accordingly. Notwithstanding, the Government does not intend to release or distribute any of the information contained in the RFI responses. 9.RFI Response Submission Instructions RFI inquiries must be submitted via electronic mail (e-mail) to the contracting officer, John Gamble (john.gamble@faa.com) in MS Word or Adobe Acrobat PDF format. No other form of submission will be accepted.
