- This posting constitutes the U.S. Military Academy, West Point, NY notice of intent to award on a sole source basis a purchase order to Black Enterprise, 130th Fifth Avenue, New York, New York 10011-4399 for five full page color advertisements in Black Enterprise magazine. The magazine is proprietary to Black Enterprise. The advertisement issues will be November 2010 to March 2011. The total award amount is estimated to be $150,000. The statutory authority for other than full and open competition is FAR 6.302-1(b)(1)(i) - minimum needs can only be satisfied by unique service available from only one source with unique capabilities. Please note that this is not for the design of advertisements, it is the publication of government advertisements in a specific magazine. Black Enterprise magazine is a black oriented magazine that is an inspiration, aspiration magazine rather than a life style magazine. By advertising in this magazine the DAD will attract the attention of the most competitive college bound minority youths. The applicable NAICS code is 511120. The small business size standard associated with this NAICS is 500 employees. This notice of intent is not a request for quotation or a solicitation of offers. No solicitation will be available. Interest parties may submit their capabilities and qualifications to perform the effort in writing to the designated representative. Response to this notice must be received within two (2) calendar days of the date of this notice via email. A determination by the Government not to compete this requirement, upon receipt of this notice, is solely at the discretion of the Government in accordance with FAR 13.106(b).
