Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44. (iii) This solicitation is a total small business set-aside, NAICS 711510, Independent Artists Sign Manufacturing, with a small business size standard of $7.0Million. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. The National Park Service is seeking a qualified contractor with specialized experience in art conservation. The work includes all labor, materials, supplies, and services necessary to conserve a historical oil painting entitled, "Portrait of Floyd Bennett". The painting was completed in the 1930s by Charles Polowetsky. It is framed and measures 68" by 56". The painting was continuously exhibited in the Control Tower Building in the historic Floyd Bennett Field in Jamaica Bay in Brooklyn since the its dedication in October 1939 by the window of Floyd Bennett until the Navy left the field in the early 1970's. The painting has been exposed to extremes of relative humidity contributing to surface cracking and numerous losses. The painting is also disfigured by years of accumulated dirt. There is no record of previous conservation treatment of the painting. After conservation, the painting in its original frame will be returned to exhibit. Proof of insurance with a fine arts insurance company will be required, after award. Work shall be performed in accordance to the specifications in the Statement of Work (included below). In order to receive a picture of the painting, in electronic format, an email request shall be sent to cheryl_adamski@nps.gov. (v) LOCATION: Gateway National Recreation Area, 210 New York Avenue, Staten Island, NY 10305. (vi) SCHEDULE of SUBMISSIONS: One (1) invoice must be submitted after successful conservation, delivery, and acceptance. (vii)SCHEDULE: The actual time frame of accomplishing the project should take no longer than 120 business days. (viii)DOCUMENTS TO BE INCLUDED IN QUOTE: 1.Detailed specifications including all descriptive and technical literature to be used during this project.2.A firm fixed price quote, provided on the attached bid schedule.3.Applicable warranty information4.Three (3) references of the proposed services within the past five years5.Name, phone number, and address of your point of contact. (ix) The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A technically acceptable business will meet or exceed the following criteria:(1)Have at least three (3) to five (5) years of experience performing similar services as required in this solicitation.(2)Demonstrate satisfactory past performance. (x) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (xiv)Applicable Wage Determination: WD 05-2375 (Rev.-9) Statement of Work:Gateway National Recreation Area CONSERVATION OF PORTRAIT OF FLOYD BENNETT Scope of Work Background Floyd Bennett Field opened as New York City's first municipal airport on May 23, 1931. It was named for Floyd Bennett, the naval pilot for Commander Richard E. Byrd's flight over the North Pole in 1926. Both Byrd and Bennett were awarded the Congressional Medal of Honor for this flight. Throughout the 1930's, Floyd Bennett Field was the site of many important first and record breaking flights which helped advance aviation technology during the "Golden Age of Aviation". In 1941, Floyd Bennett Field was sold to the U.S. Navy and became Naval Air Station New York. During WWII Floyd Bennett Field was the busiest naval air station in the United States. The field was used for training and antisubmarine patrol flights. It was also home of the Naval Air Ferry Command which was responsible for the acceptance, commissioning and ferrying of naval aircraft from the factories to the fleet. Statement of Work This project will provide conservation of both the painting and the frame by a professional conservator with demonstrable experience in this specialization of art conservation. Experience will be demonstrated by successful completion of similar paintings conservation projects.The Contractor shall furnish all labor, materials and supplies and services necessary to complete all aspects of the contract in accordance with established guidelines for the treatment of museum objects. Scope of Work for Conservation of portrait of Floyd BennettProvide a fixed price quote and schedule for the following work:1. Before Treatment begins take photographs2.Remove from frame3.Examine again after removal from frame4.Measure for new stretcher5.Surface clean with aqueous method to be determined6.Consolidate lifting paint, losses and hairline cracks7.Vacuum back of painting8.Clean back with dry sponges after vacuuming if necessary9.Flatten stretcher bar creases and canvas distortions with moist blotters, heat and weight from reverse.10.Reweave and mend tear. Apply small poly silks creen patch with reversible film to reverse if needed.11.Remove from stretcher and vacuum further if needed. 12.Strip line tacking margins with muslin and BEVA 371 if needed13.Re-stretch onto new stretcher14.Remove varnish and replace as needed.15.Fill and tone paint losses with reversible conservation pigments.16.Minimally tone drying cracks as needed.17.Re-stretch canvas onto new keyable stretcher18.Refit in frame, attach protective foamcore backing. Replace hanging hardware if needed.19.After treatment report and post treatment photographs.20.Wrap for transport. Optional Work:Provide fixed price quote for the following work on the painting's frame:1.Surface clean to remove dust and grime2.Consolidate lifting paint and paint losses3.Fill and inpaint losses and screw holes Provide estimate to have fine arts mover pick up and deliver painting to and from Fort Wadsworth and Conservator TransportationTransportation of the framed painting will be the responsibility of the Contractor. The COTR, with NPS Museum staff, will inspect, examine and approve transportation arrangements for moving the painting to the contract conservator's off-site studio. The transportation methods will meet AIC standards for the packing and shipping of museum objects. The COTR, with Museum staff, will inspect and approve the shipment of materials prior to their movement from the site. TreatmentOnce awarded, the contract conservator will have full responsibility for the safety of the painting during the full performance period through to the return delivery of the painting to the Gateway NPS Floyd Bennett Field. Proof of insurance with a fine arts insurance company will be required. The National Park Service curator may make periodic visits to the contractor's facility to inspect the progress of the conservation treatment. All aspects of treatment shall be consistent with the Code of Ethics and Guidelines for Practice of the American Institute for Conservation of Historic and Artistic Works (AIC) and the Secretary of Interior's Standard for the Management of Museum Property.Upon completion of the conservation treatment, a treatment report will be submitted to the NPS through the COTR. The Treatment Report shall include any supporting documentation generated during the during the conservation process including full photo documentation. Digital photography is acceptable.
