Description
THIS IS NOT A SOLICITATION. This is a Request For Information (RFI); a market research mechanism used by the Government to gauge the marketplace and learn the industry's capabilities. The information requested hereunder is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued or contract awarded. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of information. Responses to the notice will not be returned. The Government will not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with Government regulations. Overview of Potential Requirement: The National Oceanic & Atmospheric Administration (NOAA) is seeking information/capability statements from interested parties to support DARRP's (Assessment and Restoration Division in the National Ocean Service, The Office of General Counsel, and the Restoration Center in the National Marine Fisheries Service) capability (services and products) to evaluate the effects of hazardous substance releases, oil discharges, and other impacts (physical effects in national Marine Sanctuaries) as they relate to the natural resources and associated services of interest to NOAA. This capability is in support of natural resource damage assessment (NRDA). Related to the following activities: - Site Investigation, Risk Assessment, and Cleanup Planning - Pre-assessment - Injury Assessment - Modeling - Restoration Planning: Indentify, Develop, and Implement Restoration Projects - Determine Compensation for Interim Losses/Scaling Restoration Alternatives - Management and Administration - Litigation Support - Improved Rapid Assessment Capabilities and Methods Development - Emergency Response A prospective Contractor shall work closely with the DARRP Case Management Team (CMT, a group of trustee representatives that comprise the breadth of expertise and interests needed to effectively address a damage assessment case) to: 1) Develop a defensible strategy for documenting and quantifying injury, and evaluating and scaling restoration alternatives; 2) identify and assess alternative strategies and options; 3) plan specific projects; 4) implement and manage the projects to ensure that they are consistent with the overall case strategy, project objectives, and standards of performance; 5) facilitate interaction among scientific (natural sciences, economics, and resource restoration) disciplines and between legal and scientific perspectives by coordinating or leading conference calls and meetings, and proactively managing the effective interaction of studies towards a common goal/purpose; and 6) proactively coordinate the interaction and communication between natural resource agency trustee representatives and project stakeholders. At times and for certain task orders, there will be a need to purchase equipment and supplies to support NRDA activities of various sort as reflected in the next section. For equipment in particular, the contractor may need to purchase, lease, or rent various vessels of opportunity, sampling and field testing equipment, analytical equipment, administrative support equipment (e.g., computer related), etc. - for emergency and non-emergency purposes. In all cases, purchase of equipment and supplies must be reflected in individual task orders as part of the review and approval process, and must receive NOAA approval prior to purchase. In the case of emergency situations, NOAA approval can be had verbally followed by prompt written justification and approval. All equipment purchased by the contractor servicing this potential requirement are understood to be the property of the Government in accordance with the appropriate FAR provisions. How to Respond: Responses should include a capability statement outlining parties' qualifications, business size standard, and should also contain company name, address, point of contact, telephone number, fax number and e-mail address. Responses are to be submitted electronically in Microsoft Word (not to exceed 25 pages; including appendices, diagrams, and examples using 12 point Time New Roman font).
